A CONCURRENT RESOLUTION

TO OFFER THE CONGRATULATIONS AND BEST WISHES OF THE MEMBERS OF THE GENERAL ASSEMBLY OF THE STATE OF SOUTH CAROLINA TO SPECIAL AGENT E. DEWITT "SPIKE DOG" McCRAW, JR., OF THE SOUTH CAROLINA LAW ENFORCEMENT DIVISION (SLED) ON THE OCCASION OF BEING SELECTED AS THE "STATEWIDE LAW ENFORCEMENT OFFICER OF THE YEAR".

Whereas, the members of the General Assembly are very proud to learn that Special Investigator E. Dewitt "Spike Dog" McCraw, Jr., of SLED has been chosen as the Palmetto State's "Statewide Law Enforcement Officer of the Year"; and

Whereas, State Representative E. Dewitt and Linda McCraw of Gaffney are the proud parents of E. Dewitt McCraw, Jr.; and

Whereas, Dewitt McCraw was a 1980 graduate of Gaffney High School before obtaining his Criminal Justice degree from the University of South Carolina; andApril 28, 1998

Whereas, Agent McCraw began his distinguished career as a Special Agent with SLED thirteen years ago; and

Whereas, Agent "Spike Dog" McCraw is a topnotch law enforcement officer and is always courteous to his coworkers as well as to the defendants he arrests. He treats everyone the same congenial way, earning the respect of all who come to know him including every department, agent, officer, solicitor, and judge he comes in contact with. He is unselfish with his time, and tirelessly devotes himself to his work in an efficient and effective manner. Even the defendants that he has arrested, and who have been sentenced to jail time, either like him or at least respect him for his professionalism and fair treatment. Agent McCraw is as good an officer and investigator as he is a person; and

Whereas, during his thirteen years in law enforcement, "Spike Dog" McCraw has worked many high-profile narcotic cases, many of which were with the State Grand Jury. He is presently assigned to the Criminal Division of SLED as a Criminal Investigator in the Piedmont Region. Since moving from the Narcotics Section to the Criminal Division, Agent McCraw has again been assigned to high-profile cases because of his investigative intuition and his ability to work with multi-agency investigations; and

Whereas, Agent McCraw was instrumental in the investigation of the highly publicized Beckham case in Newberry County, discovering key evidence previously overlooked by other officers. By working with the other departments involved in the case, his efforts allowed them to bring the case to court where a guilty verdict was rendered. Agent McCraw was also assigned to the Susan Smith case and the Laurens murder case; and

Whereas, these important assignments show the confidence his superiors and colleagues have in Agent McCraw, both at SLED and other law enforcement agencies. "Spike Dog" McCraw loves being a law enforcement officer and strives to do his best at all times. If all law enforcement officers were as committed to their work as Agent McCraw, there would be more cases solved, thereby increasing multi-department cooperation; and

Whereas, a committee of law enforcement representatives from nine agencies chose three nominees from each region (Piedmont, Pee Dee, Midlands, and Low Country); and

Whereas, a committee from the South Carolina Chamber of Commerce selected a winner from each region and the statewide winner; and

Whereas, the awards are intended to honor the men and women who dedicate their lives to ensure the safety of their fellow South Carolinians; and

Whereas, it is with great pride that we pause in our deliberations to honor our "Statewide Law Enforcement Officer of the Year", Special Agent E. Dewitt "Spike Dog" McCraw, Jr. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, offer their congratulations and best wishes to Special Agent E. Dewitt "Spike Dog" McCraw, Jr., of the South Carolina Law Enforcement Division (SLED) on the occasion of being selected as the "Statewide Law Enforcement Officer of the Year".

Be it further resolved that copies of this resolution be forwarded to Special Agent E. Dewitt "Spike Dog" McCraw, Jr., Captain Charles D. Webber of the Piedmont Region, and Chief Robert M. Stewart, all of the South Carolina Law Enforcement Division.
