A JOINT RESOLUTION TO ESTABLISH A 1998 SOUTHERN LEGISLATIVE CONFERENCE HOST COMMITTEE WHICH SHALL HAVE THE RESPONSIBILITY OF PLANNING, MANAGING, AND MAKING ALL ARRANGEMENTS FOR THE 1998 ANNUAL MEETING OF THE SOUTHERN LEGISLATIVE CONFERENCE WHICH WILL BE HELD IN CHARLESTON, SOUTH CAROLINA, IN AUGUST 1998.

Whereas, the 1998 annual meeting of the Southern Legislative Conference will be held in Charleston, South Carolina, in August 1998; and

Whereas, Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Maryland, Mississippi, Missouri, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia, and West Virginia are the member states of the Southern Legislative Conference which has played a vital role through the years in the development and formulation of legislative and policy initiatives important to this region of the country; and

Whereas, South Carolina has furnished a number of distinguished leaders to the Southern Legislative Conference since its inception, and for the year 1998 Speaker of the House David H. Wilkins will serve as chairman of the conference succeeding Senator Gilmer N. Capps of Oklahoma; and

Whereas, Charleston is widely regarded as one of the most, if not the most, beautiful and historic cities in America, and the members of the Senate and House of Representatives, by this resolution on behalf of the people of South Carolina, are pleased to accept the privilege of hosting this prestigious conference and have determined to enact the provisions of this resolution to establish a framework for making all necessary arrangements so that the conference participants will enjoy and appreciate our charming and delightful State as much as do our own citizens. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

Committee established; duties and functions

SECTION 1. (A) The Southern Legislative Conference 1998 Host Committee is hereby established which shall be composed of the President Pro Tempore of the Senate, the Speaker of the House of Representatives, five members appointed by the President Pro Tempore, and five members appointed by the Speaker of the House. All members shall serve until the committee dissolves as provided in subsection (C). Vacancies shall be filled in the manner of original appointment. Notwithstanding Section 8-13-770 of the 1976 Code or any other provision of law, members of the General Assembly may be appointed to the host committee and may serve on the committee.

Committee members who are not members of the General Assembly shall receive the usual mileage, subsistence, and per diem provided by law for members of state boards, commissions, and committees. Committee members who are members of the General Assembly shall receive their usual mileage, subsistence, and per diem while on official business of the committee.

(B) The host committee shall have the responsibility of planning this conference on behalf of the citizens of South Carolina. The committee shall appoint individual state employees who the committee considers capable and appropriate to act as direct managers of the conference. Managers shall be authorized their necessary and actual expenses while on duty at the conference. The committee and the conference managers acting under the supervision of the committee shall make all necessary arrangements for legislators, staff, and other participants at the conference including lodging, transportation, recreational and auxiliary activities, and all other related matters to ensure a successful and hospitable endeavor. The committee, through its managers, is authorized to expend those funds appropriated to it or for its use by the General Assembly or made available to it from other sources to purchase or secure any materials, consumables, supplies, and/or services necessary for the conduct of any and all programs, functions, activities, and events preparatory to, associated with, or during the 1998 annual meeting of the Southern Legislative Conference.

(C) The host committee shall dissolve on January 1, 1999, if the affairs of the 1998 Southern Legislative Conference have been completed by that time. If not, the committee shall remain in existence until such time as the affairs of the 1998 conference have been finally concluded in the opinion of the committee and it has so notified each house of the General Assembly to this effect.

Time effective

SECTION 2. This joint resolution takes effect upon approval by the Governor.
