A CONCURRENT RESOLUTION

RECOGNIZING AND SALUTING EUGENE HEATH OF LANCASTER COUNTY FOR HIS OUTSTANDING ACCOMPLISHMENTS IN AGRICULTURE AND CONSERVATION AND FOR HIS DEDICATED SERVICE TO HIS COMMUNITY.

Whereas, Eugene Heath of Lancaster County is a cattle farmer who farms two hundred acres; he grows rye grain for hay and grows corn and wheat for feed for his cattle and free range chickens; he has his own hammer mill where he grinds feed for himself and for his friends and neighbors; and

Whereas, Mr. Heath has participated in cost-sharing programs, performing conservation work on owned and rented land; under the new programs of the 1996 Farm Bill, he achieved the unusual feat of getting a five-year lease on a rented farm to participate in an Environmental Quality Incentives Program Contract; he will begin using conservation tillage and extensive nutrient management on both pasture and cropland on this farm; and he has already completed the first year's requirements of the contract by planting a fescue hay field in an area that was formally cropland; and

Whereas, Eugene Heath is indeed a leader in his community; he was the conservation district's Cooperator of the Year for 1995 -- the first to be recognized for a lifetime of conservation work as a limited resource farmer; he has served on the USDA-FSA county committee for twelve years; he is a board member of the Lancaster Fruit and Vegetable Growers Association; he has been featured in a local and national video by the NRCS; and he has generously hosted field days and demonstration projects on his farm; and

Whereas, Mr. Heath is a giving person who donates from his garden of tomatoes and peas to others in the community; he makes donations of the majority of the eggs he gathers from his free range chickens; and

Whereas, he is Chairman of the Trustee Board at Mount Tabor AME Zion Church and had been married to Eula Mae Heath for fifty-three years; they have seven children (five sons and two daughters) and one of the sons, Perry Mitchell Heath, works with Mr. Heath full time on the farm; and

Whereas, Eugene Heath is an outstanding South Carolinian who exemplifies the best virtues of good citizenship, concern for others, hard work, devotion to family, leadership, vision, and dedication; it is with great pleasure that we find ourselves with the opportunity to recognize and pay tribute to such a model individual. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the General Assembly of the State of South Carolina, by this resolution, recognizes and salutes Eugene Heath of Lancaster County for his outstanding accomplishments in agriculture and conservation and for his dedicated service to his community.

Be it further resolved that a copy of this resolution be forwarded to Mr. Eugene Heath.
