A CONCURRENT RESOLUTION

TO EXTEND SINCERE CONGRATULATIONS TO DR. RONALD K. COWDEN OF RICHLAND COUNTY FOR BEING SELECTED AS THE SOUTH CAROLINA 1998 PRINCIPAL OF THE YEAR AND TO HONOR AND PAY TRIBUTE TO DR. COWDEN, A TRULY OUTSTANDING PUBLIC SCHOOL ADMINISTRATOR AND PRINCIPAL WHO CONTINUES TO PIONEER NEW FRONTIERS OF EXCELLENCE IN PUBLIC EDUCATION AND WHO HAS BROUGHT GREAT PRIDE TO RICHLAND COUNTY SCHOOL DISTRICT TWO AND THE STATE.

Whereas, Dr. Ronald K. Cowden, Principal of Spring Valley High School in Richland County School District Two, has been chosen as the "1998 Principal of the Year" in South Carolina by the National Association of Secondary School Principals; and

Whereas, under Dr. Cowden's leadership these past five years, Spring Valley High School has been recognized locally, regionally, and nationally for the excellence of its programs and for the outstanding educational opportunities afforded to each student; and

Whereas, such recognition has been demonstrated by Spring Valley having been chosen in 1996 by Redbook magazine as one of America's Best High Schools, by having been selected in 1995 by the United States Department of Education as a National Blue Ribbon School, and by having been awarded the 1995 South Carolina Association of Supervision, Curriculum, and Development Project of the Year for Parent Involvement; and

Whereas, Dr. Cowden earned his doctorate at the University of Michigan and has distinguished himself as a teacher, administrator, and principal throughout his almost thirty-year career as a professional educator; and

Whereas, through his vision and imagination combined with a love for learning and desire to help each student achieve his or her best has inspired and challenged his students, faculty, parents, and community; and

Whereas, South Carolina and the Northeast Columbia community are blessed to have someone with Dr. Cowden's leadership skills as principal of one of our State's finest high schools; and

Whereas, Dr. Cowden's exceptional service to South Carolina's public school system brings great credit and honor to Dr. Cowden, his family, school, community, and the State of South Carolina. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, extend sincere congratulations to Dr. Ronald K. Cowden of Richland County for being selected the 1998 Principal of the Year and to honor and pay tribute to Dr. Cowden, a truly outstanding public school administrator and principal who continues to pioneer new frontiers of excellence in public education and who has brought great pride to Richland County School District Two and the State.

Be it further resolved that a copy of this resolution be forwarded to Dr. Ronald K. Cowden.
