The House assembled at 12:00 Noon.

Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark as follows:

O God our Father, the Reality behind every shadow, at this shrine of prayer we close the doors of the noisy world around to acknowledge Your sovereignty. May our failures prove but stepping-stones to our better selves. Make us builders of roads of concord which shall make rough places smooth and deep ruts level, and bridges of understanding which shall span the chasms over which glad and eager feet shall pass to a better world.

Thank You, Lord, for this privilege of prayer. Amen.

Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.

After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.

The House stood in silent prayer for the recovery of Rep. JEAN L. HARRIS.

Annually, the South Carolina School Boards Association, the South Carolina Chamber of Commerce and the Office of the Governor co-sponsor the Governor's Conference on Education. This meeting has been held for approximately 37 years and is the largest educational meeting held annually with an audience of approximately 1,000.

The 1997 Governor's Conference is scheduled for Wednesday, February 12 at the Sheraton Hotel in Columbia. The conference begins at 9:30 A.M. with several nationally known speakers making presentations. The Legislative Luncheon begins at 12:30 P.M. We anticipate the luncheon concluding at 2:00 P.M.

Amend the bill, as and if amended, by striking Section 4 and inserting:

"Section 4: For purposes of the 1997 election for those members of the House of Representatives to be elected from those election districts revised by the provisions of Section 2-1-25 of the 1976 Code, as amended by Section 1 of this act, the following provisions apply:

(1)     Notwithstanding the provisions of Section 7-11-15 of the 1976 Code, the dates for filing for all candidates seeking nomination by a political party primary or political party convention are between noon on June second and noon on June sixteenth.

(2)     Notwithstanding the provisions of Section 7-11-210 of the 1976 Code, the date for filing the notice of candidacy and pledge is by noon on June sixteenth.

(3)     Notwithstanding the provisions of Section 7-13-40 of the 1976 Code, certification of the names of all candidates to be placed on primary ballots must be made by the political party chairman, vice chairman, or secretary to the State Election Commission or the county election commission, whichever is responsible under law for preparing the ballot, not later than noon on June eighteenth.

(4)     Notwithstanding the provisions of Section 7-13-40 of the 1976 Code, the date for primary elections is the second Tuesday in August.

(5)     For such elections held in 1997 only, if run-off primary elections are necessary they must be held on August twenty-sixth.

(6)     Notwithstanding the provisions of Section 7-13-351 of the 1976 Code, all candidates seeking nomination by petition must file these petitions with the State Election Commission no later than noon on September ninth.

(7)     Notwithstanding the provisions of Section 7-13-350 of the 1976 Code, the names of all nominees to be placed on the special election ballots must be certified by the respective political party to the appropriate election commissioners by noon on September eleventh."

On motion of Rep. SHARPE, with unanimous consent, the following Bill was recalled from the Committee on Labor, Commerce and Industry and was referred to the Committee on Agriculture, Natural Resources and Environmental Affairs.

H. 3243 -- Reps. Sharpe and Wilkes: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 48-20-55 SO AS TO PROVIDE FOR THE GENERAL PERMITTING OF CERTAIN MINING ACTIVITIES; AND TO AMEND SECTIONS 48-20-160 AND 48-20-220, RELATING TO PENALTIES FOR VIOLATIONS OF MINING PERMITS, SO AS TO PROVIDE FOR CIVIL PENALTIES FOR NONCOMPLIANCE WITH THE GENERAL PERMIT.

Rep. TROTTER moved that the House do now adjourn, which was adopted.
