The Senate assembled at 12:00 Noon, the hour to which it stood adjourned, and was called to order by the PRESIDENT.
A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

Beloved, the prophet in the Book of Lamentations says a good word for us this morning (3:5):
"The Lord is good unto them that wait for Him,
To the soul that seeketh Him."
Let us pray.
Our Father, the God of all grace, forgive us for so often thinking of prayer in terms of petitions, bombarding the sanctum of God with petulant askings.
Help us in our prayers to know the high moments of confession and penitence, of praise and adoration, of intercession for a sorry world.
But we do pray, as public servants, that You will grant to us all a full measure of integrity of purpose and fidelity to every public trust that the business of statecraft might never be a chore but always a high and exciting adventure in history.
So, support us today by the everlasting arms, shelter us beneath the canopy of a kind Providence and defend us against the onslaughts of the evil one, and to Thee we shall ascribe all praise and glory in this world and in the world to come.
Amen.

The PRESIDENT called for Petitions, Memorials, Presentments of Grand Juries and such like papers.
