TO OFFER THE CONGRATULATIONS AND BEST WISHES OF THE MEMBERS OF THE GENERAL ASSEMBLY TO OGDEN S. BABSON, EXECUTIVE DIRECTOR OF THE SOUTH CAROLINA ASPHALT PAVEMENT ASSOCIATION, UPON HIS RETIREMENT.
Whereas, Ogden S. Babson has served as Executive Director of the South Carolina Asphalt Pavement Association (SCAPA) from 1967-1999; and
Whereas, while Executive Director of the South Carolina Asphalt Pavement Association, he worked with the South Carolina Pollution Control Authority to create workable emission standards; and
Whereas, this work later evolved into a working partnership between industry, the Department of Environmental Control, and the Environmental Protection Agency; and
Whereas, when South Carolina became one of the first states in the nation to establish a general permit for asphalt plants pursuant to the Clean Air Act amendments of 1990, Ogden Babson was the moving force in that effort; and
Whereas, today's South Carolina Department of Transportation's Quality Control/Quality Assurance (QC/QA) specification for Hot Mixed Asphalt came out of efforts spearheaded by him beginning in 1989; and
Whereas, Mr. Babson established the parameters through the SCAPA-SCDOT Joint Quality Improvement Committee around which the SCAPA-SCDOT Joint Quality Task Force eventually developed final specifications; and
Whereas, during the Arab oil embargo of 1973-74 when the price of asphalt cement rose four hundred percent for each ton, he was able to bring the attorneys, contractors, and oil company executives to an agreement to honor price quotes given at the time of the bids; and
Whereas, Ogden Babson has served his country honorably with service in the United States Army from 1953 through 1955, and in the Army Reserves until 1961, and
Whereas, he served in 1963 as a founding director and in 1964 as president of the South Carolina Society of Association Executives; and
Whereas, Ogden Babson is well-respected and revered by the highway construction industry; and
Whereas, supporters of better transportation from across the State of South Carolina are thankful to Ogden S. Babson for his contributions to and untiring efforts on behalf of the asphalt pavement industry and the citizens of South Carolina. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, offer their congratulations and best wishes to Ogden S. Babson, Executive Director of the South Carolina Asphalt Pavement Association, upon his retirement.
Be it further resolved that a copy of this resolution be forwarded to Ogden S. Babson.
