A CONCURRENT RESOLUTION

TO OFFER THE CONGRATULATIONS AND BEST WISHES OF THE MEMBERS OF THE GENERAL ASSEMBLY TO AN OUTSTANDING CITIZEN OF SPARTANBURG, E. LEA SALTER, THE PRESIDENT OF CHRISTMAN & PARSONS, INC., GENERAL CONTRACTORS, ON THE OCCASION OF HIS RETIREMENT.

Whereas, E. Lea Salter was born in Columbia, South Carolina, on April 8, 1935, and attended public schools in Walterboro, graduating from Walterboro High School; and

Whereas, he graduated from Clemson College in 1956 with a Bachelor of Science degree in Civil Engineering; and

Whereas, after graduation, this civil engineering graduate served his country by joining the Army Corps of Engineers stationed at Belvoir, Virginia; during the Berlin Crisis, he organized and trained army groups on the use of atomic weapons; he was awarded the Army Commendation Medal and discharged from duty with the rank of captain; and

Whereas, first and foremost in Mr. Salter's life come his wife, Ann, his two children, David and Suzanne and their families, including five wonderful grandchildren; and

Whereas, after serving his country with distinction, Mr. Salter's professional career began with ten years in engineering design; he served as a design engineer and project structural engineer with the J.E. Sirrine Company in Greenville, and worked on such projects as paper mills and textile plants; and

Whereas, he then left the drawing board and became a field engineer, and later an assistant superintendent, on a multi-million dollar water impoundment project in West Texas for two years; and

Whereas, for the next two years, self-employed as a design engineer, he worked on waste treatment structural design and the design of nuclear fuel storage racks made of aluminum and reactors made of stainless steel; and

Whereas, Mr. Salter proceeded to spend nine years as a project manager, estimator, and vice president of engineering for a construction firm doing design-build projects, water and waste treatment plants, textile facilities, and many other industrial projects; and

Whereas, Mr. Salter and his family have lived in Spartanburg over twenty-eight years and Lea has worked for Christman & Parsons, Inc., General Contractors for twenty years and has risen to the position of president; and

Whereas, Lea has contributed greatly to the development of his profession; he is a member of the National Society of Professional Engineers; a registered engineer in five states; has a state contractor's license in Florida; and is a past president of the Piedmont General Contractors Association; and

Whereas, Mr. Salter is a respected leader of the Spartanburg community; he is the chairman of the Building Board of Adjustment and Appeals for the City of Spartanburg; and

Whereas, Mr. Salter has demonstrated a dedication to his fellow man for many years; since 1963, he has been an active member of the Lions Club organization and he is a past president of the Spartanburg Lions Club; and

Whereas, Mr. Salter, a member of Westminster Presbyterian Church, is described by those who know him well as a man of honor, high integrity, and high moral character. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly, by this resolution, offer their congratulations and best wishes to E. Lea Salter, an outstanding citizen of Spartanburg, and President of Christman & Parsons, Inc., General Contractors, on the occasion of his retirement.

Be it further resolved that a copy of this resolution be presented to E. Lea Salter.
