A CONCURRENT RESOLUTION

EXPRESSING THE FIRM BELIEF OF THE MEMBERS OF THE GENERAL ASSEMBLY THAT ALL TOBACCO SETTLEMENT FUNDS SHOULD BE EXCLUSIVELY COMMITTED TO HEALTH CARE AND HEALTH IMPROVEMENT PURPOSES AND RESOLVING TO TAKE SUCH STEPS AS NECESSARY TO MAKE THEIR POSITION KNOWN TO THE GOVERNOR AND TO ACTIVELY PURSUE THE PASSAGE OF LEGISLATION TO ASSURE THAT THESE SETTLEMENT FUNDS ARE USED ACCORDINGLY.

Whereas, the State of South Carolina joined in lawsuits against tobacco companies seeking compensation for the costs of providing health care for the victims of tobacco use; and

Whereas, the monies received in the settlements will bar future recovery for the continuing costs of care of these and future victims; and

Whereas, the health care of these patients will continue to be a burden on the citizens of South Carolina far into the future and will continue to drive up the cost of health care to all South Carolina families. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly firmly believe that all tobacco settlement funds should be exclusively committed to health care and health improvement purposes and will take such steps as necessary and appropriate to make their position know to the Governor and will actively pursue the passage of legislation to assure that these funds are used to improve the health status of the people of South Carolina in accordance with the purpose and spirit of the settlement agreement.

Be it further resolved that a copy of this resolution be forwarded to Marshall I. Pickens, Jr., Chairman, South Carolina Health Alliance, Post Office Box 6009, West Columbia, SC 29171-6009.
