(2) The trustees representing districts 1, 3, and 5 and one at-large seat must be elected at the time of the general election of 2000, and the trustees presently residing in districts 2 and 4 and one at-large seat whose terms expire in 2000 must be elected at the time of the general election of 2002. Trustees serving on the effective date of this act, elected from residency districts 2 and 4 and the at-large seat shall continue to serve until the expiration of their terms in 2002. Thereafter, all terms of office are for four years, until their successors are elected and qualify.

(3) Notwithstanding any other provisions of law, beginning with elections conducted in 1996, each candidate for election as a trustee to the school boards in York County School Districts 1, 2, 3, and 4 must file his statement of candidacy with the Registration and Elections Commission for York County for the period beginning no earlier than 12:00 noon on August first and ending no later than 12:00 noon on August thirty-first.
