TO COMMEND THE HONORABLE REUBEN B. CLARK OF CLARENDON COUNTY FOR HIS WORK IN ESTABLISHING THE MANNING BRANCH OF THE NAACP, WHICH WILL CELEBRATE ITS FORTIETH ANNIVERSARY ON MARCH 6, 1999, AND TO RECOGNIZE HIS CONTRIBUTIONS AS A LEADER IN CLARENDON COUNTY.

Whereas, it has come to the attention of the members of the South Carolina Senate that on March 6, 1999, the Manning Branch of the NAACP will celebrate its Fortieth Anniversary; and

Whereas, The Honorable Reuben B. Clark of Clarendon County has played an instrumental role in establishing this organization, serving as a charter member of the Manning Branch of the NAACP; and

Whereas, Judge Clark has served his county in numerous positions of leadership, both at the business and civic levels; and

Whereas, Reuben Clark served as a member of the Clarendon County Commission, which was a forerunner of what we now call county council; and

Whereas, Judge Reuben Clark was the first African American Magistrate in Clarendon County; and

Whereas, Judge Clark is a member and Deacon of Rock Hill Missionary Baptist Church, where he works with dedicated service for his Lord and for the members of his congregation; and

Whereas, Judge Clark has proved to be a successful businessman and farmer, while still maintaining a wonderful marriage and is a loving husband to his wife, Edith, for more than fifty years and is a devoted father to his three grown children; and

Whereas, he has served as a delegate to the National Democratic Party Convention; and

Whereas, Judge Clark has long been a trusted advisor to political, business, and civic leaders in his beloved Clarendon County; and

Whereas, he presently holds leadership positions in the Masonic and Eastern Star organizations; and

Whereas, while this resolution cannot do justice to the innumerable contributions that Judge Reuben Clark has unselfishly contributed to Clarendon County, it is hoped that this recognition will in some way recognize his lifelong service to the citizens of Clarendon County. Now, therefore,

Be it resolved by the Senate:

That the members of the South Carolina Senate commend The Honorable Reuben B. Clark of Clarendon County for his work in establishing the Manning Branch of the NAACP, which will celebrate its Fortieth Anniversary on March 6, 1999, and recognize his contributions as a leader in Clarendon County.

Be it further resolved that a copy of this resolution be presented to The Honorable Reuben B. Clark.
