To whom was referred a Concurrent Resolution (S. 673), to memorialize Congress to reauthorize the Ryan White Care Act as a source of funding, etc., respectfully

REPORT:

That they have duly and carefully considered the same, and recommend that the same do pass:

A CONCURRENT RESOLUTION

TO MEMORIALIZE CONGRESS TO REAUTHORIZE THE RYAN WHITE CARE ACT AS A SOURCE OF FUNDING FOR PREVENTION, TREATMENT, AND HIV AND AIDS-RELATED OUTREACH SERVICES.

Whereas, AIDS is a pervasive problem in the United States; and

Whereas, while AIDS deaths have declined, due in large part to the availability of new pharmaceutical drugs, AIDS remains a major threat to the health, safety, and wellbeing of many Americans; and

Whereas, women and children account for a major percentage of the population living with AIDS; and

Whereas, nationwide, many Americans are infected with HIV and many do not even know that they are carrying the AIDS virus; and

Whereas, the General Assembly of South Carolina recognizes that the Ryan White Care Act is the primary mode of funding for prevention, treatment, and HIV and AIDS-related outreach services. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the General Assembly of South Carolina supports reauthorization of the Ryan White Care Act that will be debated during the next Congressional session; and

Be it further resolved that the General Assembly of South Carolina supports federal appropriation increases in all Titles of the Ryan White Care Act which will be supplemented with increased state appropriations that will increase access to care to decrease HIV/AIDS-related mortality and morbidity and that Congress is hereby requested to take appropriate measures to reauthorize the Ryan White Care Act.

Be it further resolved that a copy of this resolution be forwarded to the South Carolina Congressional Delegation.
