A CONCURRENT RESOLUTION

TO COMMEND ANDRENA ELIZABETH RAY OF SUMTER, ONE OF SOUTH CAROLINA'S MOST DISTINGUISHED EDUCATORS AND SCHOOL ADMINISTRATORS, FOR HER ACCOMPLISHMENTS AND MANY YEARS OF PUBLIC SERVICE IN THE FIELD OF EDUCATION AND TO CONGRATULATE HER FOR A JOB WELL DONE ON THE OCCASION OF HER RETIREMENT AS SUPERINTENDENT OF SUMTER SCHOOL DISTRICT 17.

Whereas, Andrena Elizabeth Ray, Superintendent of Sumter School District 17, is a Sumter native and graduate of Edmunds High School. She holds an A.B. degree from Duke University with a major in French; an M.A. degree from Middlebury College, also with a major in French; and a Doctor of Education degree from the University of South Carolina with a major in Curriculum and Instruction. While at Duke, she was named to Phi Beta Kappa; and

Whereas, prior to her appointment as superintendent in May, 1992, Dr. Ray served as a teacher and department chair at Sumter High School, assistant principal at Sumter High School, assistant superintendent for personnel, assistant superintendent for instruction , and interim superintendent for School District 17. She is active in local community affairs, and is currently a member of the Sumter Rotary Club, the Pilot Club of Sumter, The Forum, The Committee for Progress, and the YMCA Board of Directors. She served as a member of the Sumter County Commission for Higher Education from 1984 until 1991. Dr. Ray was named Outstanding Educator for 1991 by the Florence Chapter of Phi Delta Kappa, a national education fraternity, and is a former District 17 Teacher of the Year; and

Whereas, Dr. Ray's professional affiliations include Delta Kappa Gamma, Phi Delta Kappa, the American Association of School Administrators, the South Carolina Association of School Administrators, and the South Carolina Association of School Superintendents. Dr. Ray also was named the South Carolina Women's Network Administrator of the Year and was presented the Network's crystal obelisk honoring her accomplishments at the South Carolina Network of Women Administrators in Education Summer Leadership Institute on June 19, 1994; and

Whereas, Dr. Ray has had a long and distinguished career with District 17 over a period of twenty-eight years, beginning as a student and working her way from teacher to assistant principal to assistant superintendent and then superintendent; and

Whereas, Dr. Ray's leadership as superintendent helped mold District 17 into one of the state's lighthouse school districts. During her career in District 17, many innovative educational programs and measures have been implemented to improve the quality of education. Some of those programs and measures include: the implementation and expansion of the Reading Recovery program, which serves children scoring "not ready" for first grade; the reduction of class sizes has been improved and will continue to be a district priority; the implementation of the Tech Prep program at the high school to assist high school graduates entering the work force of post-secondary education; designing a comprehensive district program for effective and consistent discipline; helping to increase parental and citizen involvement with the formation of a Parent Forum; implementing the newly formed Derthick Education Foundation in memory of former superintendent Dr. Lawrence G. Derthick, Jr.; and initiating the strategic planning process to ensure continued progress for the school district; and

Whereas, these measures are only a few of the many initiatives Dr. Ray has achieved, and her desire to make things happen is never ending. As an effective leader, she continuously challenges educators and administrators to always "put children first" in making any decisions. District 17 is a school district with a proud past and a bright future, and the members of the General Assembly wish to commend and congratulate Dr. Ray for her leadership and many contributions to the future of education in District 17, Sumter County, and in South Carolina. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, commend Dr. Andrena Elizabeth Ray of Sumter, one of South Carolina's most distinguished educators and school administrators, for her accomplishments and many years of public service in the field of education, and congratulate her for a job well done on the occasion of her retirement as superintendent of Sumter School District 17.

Be it further resolved that a copy of this resolution be presented to Dr. Ray of Sumter.
