A JOINT RESOLUTION TO PROVIDE THAT LOCAL SCHOOL BOARDS FOR SCHOOL YEAR 1999-2000 MAY EXCUSE UP TO THREE SCHOOL DAYS MISSED BECAUSE OF INCLEMENT WEATHER, TO PROVIDE THAT ALL OTHER SCHOOL DAYS MISSED BECAUSE OF INCLEMENT WEATHER MUST BE MADE UP, TO PROVIDE FOR THE MANNER IN WHICH AND CONDITIONS UNDER WHICH SUCH DAYS SHALL BE MADE UP, AND TO PROVIDE THAT A SCHOOL DISTRICT WHICH TAKES ADVANTAGE OF THE ABOVE EXEMPTIONS OR EXEMPTIONS PROVIDED BY ANY OTHER ACT OF THE GENERAL ASSEMBLY FOR SCHOOL YEAR 1999-2000 FOR MISSED SCHOOL DAYS MUST DESIGNATE THREE DAYS IN THE SCHOOL CALENDAR THAT MAY BE USED FOR MAKING UP DAYS MISSED IN SCHOOL YEAR 2000-2001 DUE TO INCLEMENT WEATHER BEFORE THAT DISTRICT MAY SEEK EXEMPTION FOR ADDITIONAL MISSED SCHOOL DAYS.
Be it enacted by the General Assembly of the State of South Carolina:
School days missed in 1999-2000 forgiven; conditions and requirements
SECTION 1. Notwithstanding any other provisions of law, for the 1999-2000 school year, local school boards may excuse up to three school days missed because of snow, ice, or other extreme weather conditions. All other school days missed because of snow, ice, or extreme weather conditions must be made up. Should local legislation be enacted to excuse days missed from school, additional days to exceed a total of three must not be granted by the local school board. No make-up days for students may be scheduled on Saturdays. However, remedial instruction for grades 7 through 12 may be taught on Saturday at the direction of the local school board.
Designation of make-up days in 2000-2001
SECTION 2. A school district of this State which takes advantage of the exemption granted herein or pursuant to other acts of the General Assembly in regard to school year 1999-2000 for missed school days due to extreme weather or other circumstances, must designate three days in the school calendar that may be used for making up days missed in school year 2000-2001 due to extreme weather or other circumstances and only then may the district seek an exemption for additional missed school days.

SECTION 3. This joint resolution takes effect upon approval by the Governor.
