The House assembled at 10:00 a.m.
Deliberations were opened with prayer by the Chaplain of the House of Representatives, the Rev. Dr. Alton C. Clark, as follows:

All wise and gracious God, keep us diligent and steadfast in things that ought to be done, keep us always a part of that company who seeks Your truth, who desires Your goodness. Make us strong in the hour of temptation, sustain us in the hour of trouble, sustain us in the periods of trial. Cause us to learn from the words of the Psalmist: "He leads me in the paths of righteousness for His Name's sake." Psalm 23:3b. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.
