EXPLANATION OF IMPACT:
The Department of Public Safety states that there would be no financial impact to the General Fund of the State nor on federal and/or other funds.

TO AMEND SECTION 56-5-3650, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO CERTAIN EQUIPMENT THAT MUST BE MAINTAINED ON A MOTORCYCLE, SO AS TO DELETE THE PROVISION THAT REGULATES THE HEIGHT OF MOTORCYCLE HANDLEBARS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-5-3650 of the 1976 Code is amended to read:
"Section 56-5-3650. (a) Any A motorcycle carrying a passenger, other than in a sidecar or enclosed cab, shall must be equipped with footrests for such the passenger.
(b) No person shall operate any motorcycle with handlebars more than fifteen inches in height above that portion of the seat occupied by the operator.
(c) No A person shall not operate any a motorcycle unless it is equipped with a rear view rearview mirror which will afford the operator ample vision to the rear at all times."
SECTION 2. This act takes effect upon approval by the Governor.
