A CONCURRENT RESOLUTION

TO MEMORIALIZE CONGRESS TO APPROPRIATE AND FUND THE 5.7 BILLION DOLLARS PLEDGED BY PRESIDENT GEORGE W. BUSH TO INCREASE THE PAY AND IMPROVE THE QUALITY OF LIFE OF THE BRAVE MEN AND WOMEN WHO VOLUNTEER AND SERVE IN THE ARMED FORCES OF THE UNITED STATES, TOGETHER WITH ALL SUMS NECESSARY TO MODERNIZE, INSURE MAXIMUM READINESS, AND ENABLE THE ARMED FORCES OF THE UNITED STATES TO MEET THE MODERN WARFARE AND TERRORIST CHALLENGES OF THE TWENTY-FIRST CENTURY.

Whereas, among the lessons learned in the twentieth century are the sad truths that a strong military is a deterrent but does not guarantee peace and stability in the world. Weakness is provocative to those inclined toward aggression and perceived lack of resolve entices terrorists into acts they would otherwise avoid. No issue has greater priority among patriotic Americans than maintaining the strongest possible national defense; and

Whereas, the heart of national defense of the United States lies with the people who defend America. All of them are volunteers who deserve the best training and the latest and best equipment in order to meet the challenges they must face. They all sacrifice and are all long overdue in improvements in their pay, housing, medical care, and standard of living. A comprehensive and ongoing effort is necessary and required to upgrade, revitalize, and sustain America's all volunteer force; and

Whereas, recognizing that new weapons and technology are important, but are only as effective as the people who use them, President George W. Bush has ordered a top-to-bottom force structure review of the Department of Defense and announced meaningful increases in funding, $5.7 billion to be spent between military pay increases and improving military housing and health care, to improve the lives of our men and women in uniform in an effort to address the decline in the quality of life for members of the Armed Forces of the United States and their families; and

Whereas, maintaining the strongest possible national defense means preparing for the challenges and dangers of modern warfare and terrorism by grasping the next generation of military weapons and technology far ahead of potential enemies, preparing for conflicts where stealth and speed matter more than size and numbers, making sure the country itself is protected from attack from ballistic missiles and high-tech terrorists, and by attracting the kind of people to military service that will enable our Armed Forces to meet any challenge, at any time, anywhere in the world; and

Whereas, nothing can be done without money. Just as no issue has greater priority among patriotic Americans than maintaining the strongest possible defense, Congress should have no higher or greater priority than to the Armed Forces of the United States so as to maintain the strong defense America needs, demands, and deserves. Congress must make appropriations and fund the President's initiatives to increase military pay, improve the quality of life for members of our military and naval services, and insure maximum readiness of the Armed Forces of the United States to meet the warfare and terrorist challenges of the twenty-first century. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, memorialize Congress to appropriate and fund the $5.7 billion pledged by President George W. Bush to increase military pay and improve the quality of life of the brave men and women who volunteer and serve in the Armed Forces of the United States, together with all sums necessary to modernize, insure maximum readiness, and enable the Armed Forces of the United States to meet the modern warfare and terrorist challenges of the twenty-first century.

Be it further resolved that copies of this resolution be forwarded to President George W. Bush; Donald Rumsfeld, Secretary of Defense; John Warner, Chairman, Senate Armed Services Committee; Bob Stump, Chairman, House Armed Services Committee; Jim Nussle, Chairman, House Budget Committee; and to each member of the South Carolina Congressional Delegation.
