EXPLANATION OF IMPACT:

    There would be no fiscal impact on the General Fund of the State, nor on federal and/or other funds.

LOCAL GOVERNMENT IMPACT:

    Enactment of this bill would have no fiscal impact on the local governments.

A BILL

TO AMEND SECTION 31-18-60, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO REQUIRED SIGNS NOTIFYING THE GENERAL PUBLIC OF SHOOTING RANGE NOISE AREAS, SO AS TO PROVIDE THAT A COUNTY, MAY, UPON WRITTEN REQUEST OF AT LEAST ONE RESIDENT PROPERTY OWNER WHOSE RESIDENCE IS LOCATED WITHIN ONE MILE OF THE SHOOTING RANGE, DISPLAY THESE SIGNS AT A ONE-MILE RADIUS OF THE SHOOTING RANGE ON ALL PRIMARY HIGHWAYS, AND TO PROVIDE THAT SIGNS PREVIOUSLY REQUIRED TO BE POSTED MAY REMAIN AT THE OPTION OF THE COUNTY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 31-18-60 of the 1976 Code, as added by Act 260 of 2000, is amended to read:

    "Section 31-18-60.    Each county in this State in which there is an existing shooting range or in which a shooting range is established must may, upon the written request of at least one resident property owner whose residence is located within one mile of the shooting range, prominently display a sign at a one-mile radius of each the shooting range on all primary highways to notify the public that they are entering the area of a shooting range which shall bear the following inscription:

'SHOOTING RANGE--NOISE AREA'

The sign must conform to the Manual of Uniform Traffic Control Devices and the policies of the Department of Transportation. The cost of fabricating the sign must be paid by the shooting range. Any shooting range in existence prior to January 1, 2000, must have a sign installed by January 1, 2001. The written request of the resident property owner must be made to the county manager or his equivalent."

SECTION    2.    Shooting Range Noise Area signs posted before the effective date of the amendments to Section 31-18-60 as contained in Section 1 of this act may remain at the option of the county governing body.

SECTION    3.    This act takes effect upon approval by the Governor.
