    To whom was referred a Bill (S. 148) to amend Section 56-1-180, as amended, Code of Laws of South Carolina, 1976, relating to the issuance of a special restricted driver's license to certain minors by the Department of Public Safety, etc., respectfully

STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

Minimal (Some additional costs expected but can be absorbed)

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

    The Department of Public Safety states there would be minimal costs associated with the training of the Department of Motor Vehicles (DMV) staff, which can be absorbed by the department. Currently, DMV requires a statement from the employer or educator. A statement from the parents will be used for the purposes of travel to church.

A BILL

TO AMEND SECTION 56-1-180, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF A SPECIAL RESTRICTED DRIVER'S LICENSE TO CERTAIN MINORS BY THE DEPARTMENT OF PUBLIC SAFETY, SO AS TO PROVIDE THAT THE RESTRICTIONS CONTAINED IN THIS DRIVER'S LICENSE MAY BE MODIFIED OR WAIVED BY THE DEPARTMENT IF THE RESTRICTED LICENSEE PROVES THAT THE RESTRICTION INTERFERES WITH TRAVEL BETWEEN THE LICENSEE'S HOME AND CHURCH RELATED EVENTS.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 56-1-180(B)(1)(b) of the 1976 Code, as last amended by Act 258 of 1998, is further amended to read:

    "(b) travel between the licensee's home and place of employment, or school, or church related events; or"

SECTION    2.    This act takes effect upon approval by the Governor.
