STATEMENT OF ESTIMATED FISCAL IMPACT

ESTIMATED FISCAL IMPACT ON GENERAL FUND EXPENDITURES:

A Savings to the Agency

ESTIMATED FISCAL IMPACT ON FEDERAL & OTHER FUND EXPENDITURES:

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

    The Commission indicates that implementation of this bill would result in a savings to the General Fund of the State. Based on current law, the Commission on Minority Affairs is required to meet monthly. Assuming all members of the commission had been appointed and attended each meeting, members would have been eligible for per diem totaling $2940. If this Bill is enacted and all

members of the commission receive the per diem to which they are entitled, the total payout would be $980. The annual savings totals $1960.

A BILL

TO AMEND SECTION 1-31-20, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE MEETINGS OF THE MINORITY AFFAIRS COMMISSION, SO AS TO PROVIDE THAT THE COMMISSION MUST MEET QUARTERLY AND AS THE CHAIRMAN FINDS NECESSARY INSTEAD OF MEETING AT LEAST MONTHLY.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 1-31-20 of the 1976 Code is amended to read:

    "Section 1-31-20.    The commission shall must meet at least monthly quarterly and at other times as the chairman determines necessary to study the causes and effects of the socio-economic deprivation of minorities in the State and to implement programs necessary to address inequities confronting minorities in the State."

SECTION    2.    This act takes effect upon approval by the Governor.
