A BILL

TO AUTHORIZE THE SCHOOL DISTRICT OF GREENVILLE COUNTY TO CHARGE AND COLLECT MATRICULATION AND INCIDENTAL FEES FROM PUPILS AND TO PROVIDE FOR WAIVER OF THESE FEES UNDER CERTAIN CONDITIONS.

    Amend Title To Conform

Be it enacted by the General Assembly of the State of South Carolina:

SECTION 1.    The School District of Greenville County is authorized to charge and collect matriculation and incidental fees from pupils to help pay the costs of items used by students including, but not limited to, textbooks, school supplies, and special courses, programs, or activities in which the student participates provided that the fee is not greater than the cost of the materials or program the student is procuring.

    The district may not deny a student the right to attend school or be promoted because of failure to pay fees authorized under this act.

    The Board of Trustees must establish procedures and guidelines for the waiver or reduction of fees authorized by this act for those students who are eligible for free or reduced lunches.

SECTION 2.    (A)    The School District of Greenville County, through a policy adopted by the district's board of trustees, may elect to allow students residing inside the district but enrolled in home schooling programs to participate in extracurricular activities conducted by the district to the same extent as students enrolled in the district's schools.

    (B)    This election applies to students enrolled in home schooling programs pursuant to Sections 59-65-40, 59-65-45, and 59-65-47 who fulfill the eligibility criteria established for participation by public school students, other than the school attendance requirements.

    (C)    Home schooled students may only participate in extracurricular activities in a school in their attendance area.

SECTION    3.    This act takes effect upon approval by the Governor.
