To whom was referred a Concurrent Resolution (H. 3930) to commend the South Carolina Department of Transportation (SCDOT), the Transportation Commission, and Executive Director, Elizabeth S. Mabry, for taking action to meet the transportation needs of the State, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass:

TO COMMEND THE SOUTH CAROLINA DEPARTMENT OF TRANSPORTATION (SCDOT), THE TRANSPORTATION COMMISSION, AND EXECUTIVE DIRECTOR, ELIZABETH S. MABRY, FOR TAKING ACTION TO MEET THE TRANSPORTATION NEEDS OF THE STATE, AND FOR BEING NATIONALLY RECOGNIZED FOR EFFICIENCY AND PRODUCTIVITY DESPITE BEING THE LOWEST FUNDED HIGHWAY DEPARTMENT IN THE NATION.
Whereas, the members of the General Assembly, by this resolution, would like to recognize the South Carolina Department of Transportation (SCDOT), its commission, and its Executive Director, Elizabeth S. Mabry, for their dedication, commitment, and leadership in the field of transportation in this State and in this nation; and
Whereas, once again, despite being the lowest funded highway department in the nation, SCDOT has been nationally recognized for efficiency and productivity by the prestigious Hartgen Report, an independent study of the state transportation systems throughout the nation; and
Whereas, SCDOT has been nationally recognized by the American Association of State Highway and Transportation Officials for its innovative "27 in 7" program that will see twenty-seven years of work completed in seven years, allowing SCDOT to launch an unprecedented $5 billion construction program; and
Whereas, to keep costs down and productivity high, SCDOT initiated a statewide public/private partnership with construction resource management firms, creating a unique partnership with Fluor Daniel and Parsons Brinckerhoff/LPA to temporarily serve as an extension of the SCDOT staff during the "27 in 7" program; and
Whereas, the SCDOT has encouraged the United States Secretary of Transportation to designate South Carolina as one of a handful of states authorized to initiate an infrastructure bank program; and
Whereas, SCDOT continues to provide support to the State Infrastructure Bank whose success with project management and innovative financing has been nationally recognized; and
Whereas, SCDOT has made internal budget cuts of ten percent in administration and twenty-five percent in maintenance; and
Whereas, SCDOT, through innovative financing, expedience of projects, and national recognition for efficiency and innovation, continues to contribute to the quality of life and economic development of the great State of South Carolina. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the General Assembly of the State of South Carolina, by this resolution, commend the South Carolina Department of Transportation, the Transportation Commission, and Executive Director, Elizabeth S. Mabry, for being among the nation's leaders in meeting the transportation needs of this State and for being nationally recognized for efficiency and productivity.
Be it further resolved that a copy of this resolution be forwarded to the South Carolina Department of Transportation.
