To whom was referred a Bill (S. 561) to amend Section 59-26-30, as amended, Code of Laws of South Carolina, 1976, relating to the awarding of conditional teaching certificates, etc., respectfully
That they have duly and carefully considered the same and recommend that the same do pass with amendment:
Amend the bill, as and if amended,
in Section 59-26-30(A)(8) of the 1976 Code, as contained in Section 1, by striking / post baccalaureate / on line 37, page 1;
Amend further, as and if amended, by striking Section 2 and inserting:
/ SECTION 2. This act takes effect July 1, 2003. /
Renumber sections to conform.
Amend title to conform.

TO AMEND SECTION 59-26-30, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE AWARDING OF CONDITIONAL TEACHING CERTIFICATES BY THE STATE BOARD OF EDUCATION, SO AS TO DELETE THE AWARDING OF CONDITIONAL CERTIFICATES AND PROVIDE THAT THE BOARD MAY AWARD A TEMPORARY TEACHING CREDENTIAL, UNDER CERTAIN CONDITIONS, TO A PERSON CHANGING CAREERS WHO DOES NOT QUALIFY FOR A PROFESSIONAL CERTIFICATE.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 59-26-30(A)(8) of the 1976 Code, as last amended by Act 72 of 1997, is further amended to read:
"(8) award a conditional teaching certificate credential to a person eligible to hold a teaching certificate changing careers who does not qualify for full certification a professional certificate under item (7) above provided the person has earned a bachelor's degree from an accredited college or university with a major in a corresponding or related certification area for which the board has determined there exists a critical shortage of teachers, and the person has passed the appropriate teaching examination deemed there is an appropriate related academic degree. The person must also possess at least two years post baccalaureate experience and pass the appropriate subject area examination adopted by the board. The board may renew a conditional the teaching certificate credential annually for a maximum of three years, if the holder of the certificate teacher or educator shows satisfactory progress toward completion of a the alternative teacher certification program prescribed by the board which includes a sequence of in-depth training with a focus on skills and knowledge crucial to a successful initial teaching phase, an effective extended teaching experience, with eventual entrance into full certification as a professional educator. In part, satisfactory progress is the progress that the holder of a conditional certificate that which the teacher or educator should complete the requirements for full for professional certification within three years of being conditionally certified;"
SECTION 2. This act takes effect upon approval by the Governor.
