A HOUSE RESOLUTION

TO EXPRESS THE DEEPEST SYMPATHY OF THE MEMBERS OF THE HOUSE OF REPRESENTATIVES TO THE FAMILY AND MANY FRIENDS OF DR. JAMES EDWARD BELL, JR., OF SANTEE WHO DIED DURING THE LEGISLATIVE INTERIM.

Whereas, the members of the House of Representatives were deeply saddened to learn that during the legislative interim, the State of South Carolina lost one of its most respected members of the medical profession with the death of Dr. James E. Bell, Jr., on June 8, 2002; and

Whereas, Dr. Bell was born in McCormick County on January 27, 1922, and was the beloved son of the late James Edward Bell and the late Ferol Acker Bell; and

Whereas, Dr. Bell was a graduate of both the University of South Carolina and the Medical University of South Carolina; and

Whereas, for nearly fifty years, Dr. Bell served the Sumter community as a physician in the practice of Obstetrics and Gynecology; and

Whereas, Dr. Bell served his patients and his profession in many capacities including service as the Chief of Staff of Tuomey Regional Medical Center, President of the South Carolina OB-GYN Society, and President of the South Central Association of OB-GYN Society; and

Whereas, before joining Santee Presbyterian Church, Dr. Bell was a faithful and longtime member of First Presbyterian Church in Sumter, where he served on the Diaconate; and

Whereas, in addition to his demanding medical practice, Dr. Bell was an active participant in the community where he was a past President of the Rotary Club of Sumter and a former member of the Bank of America Board of Directors; and

Whereas, in recognition of his selfless contributions to his profession and his untiring commitment to his patients, Dr. Bell was named South Carolina's first Volunteer Physician of the Year and received the prestigious Order of the Palmetto Award in 2002; and

Whereas, Dr. Bell is survived by his loving wife, Jean Martin Bell, two sons, James E. Bell III and his wife, Dawn; Frederick M. Bell and his wife, Cynthia; two daughters, Katherine Bell Ratterree; Anne Middleton Bell; a stepson, Jack R. Martin, Jr., and his wife, Meg; a stepdaughter, Jeanne Martin Gasque and her husband John; eleven grandchildren; and five step grandchildren; and

Whereas it is appropriate for the members of the House of Representatives to pause in their deliberations so that they may note the passing of so distinguished a son of South Carolina. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, express their deepest sympathy to the family and many friends of Dr. James Edward Bell, Jr., of Santee who died during the legislative interim.

Be it further resolved that a copy of this resolution be delivered to Dr. Bell's family in care of Mrs. Jean Martin Bell.
