TO EXPRESS THE PROFOUND SORROW OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY UPON LEARNING OF THE DEATH OF PRIVATE FIRST CLASS SPENCE MCNEIL OF BENNETTSVILLE AND TO EXTEND DEEPEST SYMPATHY TO HIS LOVING FAMILY AND FRIENDS.

Whereas, the members of the General Assembly were deeply saddened upon being informed of the death of Private First Class Spence McNeil of Bennettsville, who passed away on March 8, 2003, at the young age of nineteen; and

Whereas, PFC McNeil was born on October 31, 1984, in Cheraw to Tammy and Herbert McNeil, Jr., and was educated in the Marlboro County public schools, graduating from Marlboro County High School in 2002; and

Whereas, while in high school he had a great love for sports and participated in both football and wrestling, receiving numerous honors and awards, including two football State Championships, three consecutive trips to Lower State Championships in wrestling, a AAAA Regional Championship in wrestling, and the 2002 Most Valuable Player award in wrestling; and

Whereas, in June 2002, immediately following his high school graduation, he bravely and patriotically enlisted in the United States Army serving his country at Fort Jackson in Columbia where he underwent basic training, at Fort Lee in Virginia where he attended advanced training, at Fort Bliss in Texas where he was stationed, and finally at Riyadh Air Base in Riyadh, Saudi Arabia; and

Whereas, while stationed in Riyadh, PFC McNeil was a participant in Task Force Iron Horse and a member of the Third Battalion, Forty-third Air Defense Artillery Regiment; and

Whereas, PFC McNeil was involved in a vehicle accident on March 3, 2003, where he suffered severe injuries which led to his untimely death on March 8, 2003; and

Whereas, upon receiving the news of their son's serious medical condition, Mr. and Mrs. McNeil and their daughter, Tamesha, flew to Saudi Arabia to be with him in his final hours; and

Whereas, PFC Spence McNeil is described as having been a positive, friendly, and delightful young man by all who knew him; and

Whereas, he will always be remembered by his family, friends, and this General Assembly as a courageous soldier who gave his life for his country; and

Whereas, he is survived by his parents, Tammy and Herbert McNeil, Jr.; sister, Tamesha; maternal grandparents, Alex and Louise Simmons; paternal grandfather, Herbert McNeil, Sr.; six aunts, Linda Harrington, Donna Rivers, Georgia Mae Brown, Rosetta Davis, and Deada Thomas all of Bennettsville and Tabatha McNeil Brown of Charlotte, North Carolina; three uncles, Ricky Simmons and Perry Simmons of Bennettsville and Carey Pegues of Brooklyn, New York. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express profound sorrow upon learning of the death of Private First Class Spence McNeil of Bennettsville and to extend deepest sympathy to his loving family and friends.

Be it further resolved that a copy of this resolution be forwarded to Mr. and Mrs. Herbert McNeil, Jr., of Bennettsville.
