TO EXPRESS THE SINCERE GRATITUDE OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY TO MR. J. C. ROWE OF FOREST ACRES FOR HIS MANY YEARS OF SERVICE TO HIS LOCAL COMMUNITY AND THE STATE OF SOUTH CAROLINA, UPON RETIRING FROM HIS CURRENT POSITION AS MAYOR OF FOREST ACRES ON JUNE 30, 2003, AND TO WISH HIM MANY YEARS OF CONTINUED HAPPINESS.

Whereas, it is with great pleasure that we recognize South Carolinians for their commitments to improving their communities and this State; and

Whereas, Mr. J. C. Rowe of Forest Acres has generously served for over forty years to ensure a better quality of life for the general public; and

Whereas, in 1960, he began this life of public service with the Forest Park Police Department in Georgia. He then moved to Brevard, North Carolina, to become a police officer with the Brevard Police Department; and

Whereas, he served in Brevard for sixteen years and while working there, he was named the Chief of Police, overseeing both the police and the rescue squad; and

Whereas, he then moved to Timmonsville, South Carolina, and became the Chief of Police of the Timmonsville Police Department; while serving as Chief of Police, he was seriously injured by a gunshot to the abdomen; and

Whereas, while recovered, yet still riddled with gunshot pellets, he courageously continued to serve the public, and in 1978 he accepted the position as Chief of Police for Forest Acres; and

Whereas, upon leaving that position in 1994, he was appointed as the first Executive Director of the South Carolina Police Chiefs Association, sitting on numerous boards and committees across the State and being directly responsible for the growth of that organization to over 300 members; and

Whereas, his most recent public role has been as Mayor of the City of Forest Acres, serving in this position for eight consecutive years and personally guaranteeing a safer and more prosperous lifestyle for the residents of Forest Acres; and

Whereas, in 2001, Mayor Rowe experienced great joy when he received the Order of the Palmetto, the highest civilian honor, from the Governor of South Carolina, but he also suffered a great loss in that year with the death of his loving wife Katie, of over fifty years; and

Whereas, on June 30, 2003, J. C. Rowe will retire as Mayor of Forest Acres with the respect and admiration of all of the people who have had the pleasure of working with him during his long and distinguished career in public service. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, express their sincere gratitude to Mr. J. C. Rowe of Forest Acres for his many years of service to his local community and the State of South Carolina, upon retiring from his current position as Mayor of Forest Acres on June 30, 2003, and wish him many years of continued happiness.

Be it further resolved that a copy of this resolution be forwarded to Mr. J. C. Rowe of Forest Acres.
