A CONCURRENT RESOLUTION

TO WELCOME WILLIAM L. "BILL" BIGGS OF OMAHA, NEBRASKA, A PAST PRESIDENT OF THE INTERNATIONAL ASSOCIATION OF LIONS CLUBS, TO SOUTH CAROLINA AND TO COMMEND HIM FOR HIS TIRELESS EFFORTS AND LEADERSHIP ON BEHALF OF THE INTERNATIONAL ASSOCIATION OF LIONS CLUBS.

Whereas, William L. "Bill" Biggs of Omaha, Nebraska, has been a member of the Omaha Eye Opener Lions Club since 1962; and

Whereas, he has held many offices within the association, including international director from 1983 to 1985, an appointee to the International Board, a 100% district governor, council chairman, vice chairman, and chairman of the United States/Canada Lions Leadership Forum, twice chairman of the District Governors-Elect Seminar, and as district membership chairman of the Community Diabetes Education Program of the Nebraska Lions Foundation; and

Whereas, in recognition of his service to the association, past president Biggs has received numerous awards, including an Extension Award, fourteen International President's Awards, and the Ambassador of Good Will Award. He is a ten diamond progressive Melvin Jones Fellow, a Life Member, and a Key Member; and

Whereas, Mr. Biggs was elected president of the International Association of Lions Clubs at the association's 73rd International Convention, held in St. Louis, Missouri, July 11-14, 1990; and

Whereas, past president Biggs is also active in numerous professional and community organizations. He serves as general counsel for the Nebraska Synod of the Evangelical Church in America, president-elect of Hope Medical Outreach Coalition, which provides free medical services to over fifteen thousand people annually, and a member of the board of directors of Together, Inc., which provides food and clothing to those in need in the Omaha community. Past President Biggs is also Chairman of the Board of Directors of Wright and Wilhelmy, a hardware wholesale distributor headquartered in Omaha, Nebraska, and he has served his community as a member of the board of directors of the Omaha Symphony and the Omaha Community Playhouse; and

Whereas, past president Biggs and his wife, Dana, a past district governor from 1996 to 1997, have five children and four grandchildren; and

Whereas, past president Biggs will be in South Carolina for the South Carolina Lions MD-32 Convention in Myrtle Beach, and the members of the General Assembly, by this resolution, would like to extend to him a warm South Carolina welcome and recognize his efforts on behalf of the Lions Clubs. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly welcome William L. "Bill" Biggs of Omaha, Nebraska, a past president of the International Association of Lions Clubs, to South Carolina and commend him for his tireless efforts and leadership on behalf of the International Association of Lions Clubs.

Be it further resolved that a copy of this resolution be presented to William L. "Bill" Biggs of Omaha, Nebraska.
