A BILL

TO AMEND SECTION 1-11-10, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE MEMBERSHIP OF THE BUDGET AND CONTROL BOARD, SO AS TO DELETE THE COMPTROLLER GENERAL AND STATE TREASURER AS MEMBERS OF THE BOARD UPON RATIFICATION OF SPECIFIED AMENDMENTS TO THE CONSTITUTION OF THIS STATE.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Section 1-11-10 of the 1976 Code is amended to read:

"Section 1-11-10.    The State Budget and Control Board shall be comprised of the Governor, ex officio, who shall be chairman, the State Treasurer, ex officio, the Comptroller General, ex officio, and the chairman of the Senate Finance Committee, ex officio, and the chairman of the Ways and Means Committee of the House of Representatives, ex officio."

SECTION    2.    This act shall take effect upon the ratification of two amendments to Section 7, Article VI of the Constitution of this State, the first abolishing the Office of Comptroller General with its duties and functions transferred to the Office of the Governor, and the second providing for the appointment of the State Treasurer by the Governor upon the advice and consent of the Senate, with the appointed State Treasurer not to serve on the board.
