A CONCURRENT RESOLUTION

TO CONGRATULATE BARBARA DAWSON DILLIGARD OF CHARLESTON UPON HER RETIREMENT AS DEPUTY SUPERINTENDENT FOR THE CHARLESTON COUNTY SCHOOL DISTRICT, TO COMMEND HER FOR HER MANY YEARS OF DEDICATED SERVICE TO EDUCATION, AND TO WISH HER MUCH SUCCESS AND HAPPINESS IN ALL OF HER FUTURE ENDEAVORS.

Whereas, Mrs. Barbara Dilligard has been involved with education for thirty-five years. She began her career in education as a mathematics and computer science teacher in 1968; and

Whereas, most of her career has been spent in administration with the Superintendent of Charleston County. She has served as Ombudsman, Deputy Superintendent for Personnel, Interim Superintendent, Deputy Superintendent for Personnel and Administration, and Deputy Superintendent; and

Whereas, the Charleston County School District is the seventy-fifth largest in the country and the second largest school district in the State. Mrs. Dilligard was responsible for forty-three thousand students and more than five thousand employees in seventy-five elementary, middle, and high schools; and

Whereas, Mrs. Dilligard also led the development of a three year eight and one-half million dollar grant called the "Cornerstone for Safe School Initiatives," funded by the United States Department of Education and United States Justice Department; and

Whereas, in addition to her work experience with the Superintendent of Charleston County, Mrs. Dilligard was president and chief executive officer of Karaton Services, a management consultant firm and event planning enterprise, former partner, owner, and president of Computer Solutions of Charleston, and an adjunct professor at The Citadel; and

Whereas, she is actively involved in the community and professional organizations including the South Carolina Association of School Personnel Administrators, past president of the American Association of School Personnel Administrators, the Association of Supervision and Curriculum Development, the American Management Association, the South Carolina Association of School Administration, the American Association of School Administrators, Phi Delta Kappa, chairman-board of directors for COBRA Human Service Agency, chairman and chief negotiator for the YWCA Facilities Planning Committee, March of Dimes Board of Directors, Commissioner on the City of Charleston Planning and Zoning Commission, Planning Team for the National League of Cities Collaboration with the City of Charleston, and the Trident Urban League; and

Whereas, Mrs. Dilligard has attained many degrees including a Doctor of Education in Education Administration from Vanderbilt University, a Master's degree in Business Administration from The Citadel, and a Bachelor of Science degree in Mathematics from Johnson C. Smith University. She has also furthered her studies at Harvard University, the University of South Carolina, Florida A&M University, the College of Charleston, and Trident Technical College; and

Whereas, even though Mrs. Dilligard is retiring for the second time on June 30, 2003, she plans to continue to work with children and help in the community; and

Whereas, the members of the General Assembly are proud to honor Mrs. Barbara Dilligard for her many contributions to education and to her community throughout her career. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly, by this resolution, congratulate Mrs. Barbara Dawson Dilligard of Charleston upon her retirement as Deputy Superintendent for the Charleston County School District, commend her for her many years of dedicated service to education, and wish her much success and happiness in all of her future endeavors.

Be it further resolved that a copy of this resolution be forwarded to Barbara Dawson Dilligard of Charleston.
