THE COMMITTEE ON FINANCE

To whom was referred a Bill (H. 4645) to amend Act 1 of 2001, relating to supplemental appropriations for a particular year and capital improvement bond authorizations, among other things, so as to revise the purpose for which, etc., respectfully

REPORT:

That they have duly and carefully considered the same and recommend that the same do pass with amendment:

Amend the bill, as and if amended, by adding an appropriately numbered SECTION to read:

/    SECTION_____.    (A)    The amount of capital improvement bonds added by Act 646 of 1978 and authorized as departmental bonds under the authority and limitation of Act 1087 of 1970 for the Department of Disabilities and Special Needs (formerly the Department of Mental Retardation) is reduced by $291,422.00.

(B)    The amount of capital improvement bonds added by Act 179 of 1981 and authorized as departmental bonds under the authority and limitations of Act 1087 of 1970 for the Department of Disabilities and Special Needs (formerly the Department of Mental Retardation) is reduced by $5,151.25.

(C)    The amount of capital improvement bonds added by Act 638 of 1988 and authorized as departmental bonds under the authority and limitations of Act 1087 of 1970 for the Department of Disabilities and Special Needs (formerly the Department of Mental Retardation) is reduced by $2,061,237.40.                        /

$0 (No additional expenditures or savings are expected)

EXPLANATION OF IMPACT:

Since the bill would only change the type of project and because the operating cost estimates of each building are comparable, this bill would have no impact on the General Fund of the State or on federal and/or other fund expenditures.

A BILL

TO AMEND ACT 1 OF 2001, RELATING TO SUPPLEMENTAL APPROPRIATIONS FOR A PARTICULAR YEAR AND CAPITAL IMPROVEMENT BOND AUTHORIZATIONS, AMONG OTHER THINGS, SO AS TO REVISE THE PURPOSE FOR WHICH A CAPITAL IMPROVEMENT BOND AUTHORIZATION FOR USC-SPARTANBURG MAY BE USED.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Part II, Section 1, Subsection (A)(3)(j) of Act 1 of 2001 is amended to read:

"(j)    USC - Spartanburg

New Library/Technology/Information Center Health Education Complex/Academic and Student Services 5,000,000"

SECTION    2.    This act takes effect upon approval by the Governor.
