A CONCURRENT RESOLUTION

TO HONOR AND PAY TRIBUTE TO COACH JIM CARLEN OF BEAUFORT COUNTY FOR HIS OUTSTANDING CAREER AS A COLLEGE FOOTBALL COACH AND HIS SERVICE AS THE ATHLETIC DIRECTOR AND HEAD FOOTBALL COACH AT THE UNIVERSITY OF SOUTH CAROLINA.

Whereas, all great athletic coaches have the ability to take struggling sport programs and transform them into thriving successful organizations accustomed to winning consistently year in and year out; and

Whereas, only the greatest coaches can build such a tough, hard nosed, clean and winning program without violating any rules or regulations of dishonest conduct; and

Whereas, Coach Carlen has the unique talent of being able to metamorphose consistently losing programs into tough competitive teams accustomed to winning and playing in post-season bowl games; and

Whereas, he began his illustrious coaching career at Georgia Tech as an assistant to the late legendary coach Bobby Dodd after playing on the 1951 and 1952 national championship teams at Tech under Coach Dodd; and

Whereas, Coach Carlen left Georgia Tech to begin his first stint as a head football coach at the University of West Virginia, where his offensive coordinator was Coach Bobby Bowden. His 1969 seventeenth nationally ranked West Virginia team's 10-1 mark during the regular season was the best record in school history; and

Whereas, after four seasons at West Virginia, he took over the head coaching duties at Texas Tech, where his Red Raiders managed to beat such perennial conference powerhouses as the University of Texas Longhorns, the Baylor University Bears and the University of Arkansas Razorbacks while compiling thirty-seven victories and four bowl trips in five seasons; and

Whereas, Coach Carlen left Texas Tech after the 1974 season to join the University of South Carolina staff as the athletic director and head coach of the Gamecocks; and

Whereas, in his first season coaching the Gamecocks, he lead the team to the school's first seven-win season and a trip to the Tangerine Bowl versus Miami of Ohio. Also, Kevin Long and Clarence Williams became the first running backs in South Carolina history to rush for over 1,000 yards during Coach Carlen's 1975 inaugural season at the helm for the Gamecocks; and

Whereas, Coach Carlen's 1980 team is still highly regarded by the University of South Carolina as one of the best in the history of the school. That team led by Heisman trophy winner George Rogers and a tough Carolina defense beat nationally ranked Michigan, who finished the season ranked fourth in the nation, at the Big House in Ann Arbor 17-14; and

Whereas, In 1981, Coach Carlen coached South Carolina to a victory over third ranked University of North Carolina in Chapel Hill, which still remains the highest ranked opponent the Gamecocks have defeated in football; and

Whereas, he has coached fourteen of the twenty-nine players who have been selected to the modern era all-time team at the University of South Carolina and who played between 1945 and 1992; and

Whereas, Coach Carlen coached twenty-six players throughout his seven year tenure at South Carolina, who have been selected in the National Football League draft, including three who were picked in the first round; and

Whereas, overall, Coach Carlen won one hundred seven out of one hundred eighty-two games, with six games ending in ties in his sixteen seasons as a head coach, an average of seven wins per season, and took his teams to eight post-season bowls, while building winning programs on and off the field; and

Whereas, he was the recipient of the Churchmen's Coach of the Year while at West Virginia and at South Carolina. He was Southwest Conference Coach of the Year three times while at Texas Tech and selected National Coach of the Year in 1973. Coach Carlen was selected Southern Independent Coach of the Year and Fellowship of Christian Athletes Coach of the Year at South Carolina in 1980; and

Whereas, while coaching at South Carolina, he was awarded the State of South Carolina's highest honor, the Order of the Palmetto by Governor James B. Edwards on March 18, 1978; and

Whereas, since leaving college coaching, Coach Carlen helped coached high school football at Thomas Heyward Academy and helped start a football program at Hilton Head Christian; and

Whereas, since 1983, he has headed Carlen Investments at Hilton Head, served on the Board of Directors of Beaufort-Jasper Water and Sewer Authority for sixteen years and as chairman of that board for six years; and

Whereas, Coach Carlen is happily married and the proud father of four children, Mollianne, Melanie, Jamie and Holt. He currently resides at Hilton Head Island with his wife Meredith and their son Holt. He also has twelve wonderful grandchildren. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, honor and pay tribute to Coach Jim Carlen of Beaufort County for his outstanding career as a college football coach and his service as the Athletic Director and Head Football Coach at the University of South Carolina.

Be it further resolved that a copy of this resolution be forwarded to Coach Jim Carlen.
