Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr. as follows:

Our thought for today is from Proverbs 9:10: "The fear of the Lord is the beginning of wisdom and knowledge of the Holy One is understanding."
Let us pray. Almighty God, help us to know Your way that we may choose what's best. As we accomplish the work You have chosen for us to do, inspire us to do the best we can. Grant us a peaceful and restful weekend and return refreshed for continued service to our State. Bless and keep our Nation, our President, our Governor, our State and her leaders. Protect and keep our defenders of freedom. Hear our prayer, O Lord. Amen.

After corrections to the Journal of the proceedings of yesterday, the SPEAKER ordered it confirmed.

H. 4387 (Word version) -- Rep. Altman: A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 6-1-137 SO AS TO REQUIRE AN ELECTED OR APPOINTED MEMBER OF A POLITICAL SUBDIVISION OF THIS STATE BE PHYSICALLY PRESENT AT A MEETING WHEN HIS VOTE IS CAST.

Smith: A BILL TO AMEND SECTION 4-11-10, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE TIME FOR THE COMMENCEMENT OF TERMS OF COUNTY OFFICERS, SO AS TO CLARIFY WHEN THE TERMS OF OFFICE BEGIN AND END AND TO PROVIDE THAT THIS SECTION DOES NOT APPLY TO THOSE OFFICERS WHOSE TERMS OF OFFICE ARE SET BY ANOTHER PROVISION OF LAW.
