A JOINT RESOLUTION

TO ESTABLISH A COMMITTEE TO STUDY A STEP INCREASE COMPENSATION PLAN FOR STATE EMPLOYEES, TO PROVIDE FOR ITS MEMBERSHIP AND DUTIES, AND TO REQUIRE THE COMMITTEE TO MAKE A REPORT OF ITS FINDINGS WITH RECOMMENDATIONS TO THE GENERAL ASSEMBLY AND THE GOVERNOR.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    There is created a committee to study and make recommendations to the General Assembly and the Governor with respect to a step increase compensation plan for state employees. The committee shall consist of eleven members as follows:

(1)    three members of the House of Representatives appointed by the Speaker of the House;

(2)    three members of the Senate appointed by the President Pro Tempore of the Senate;

(3)    three members appointed by the Governor;

(4)    the director of the Office of Human Resources of the State Budget and Control Board, ex officio; and

(5)    the director of the South Carolina State Employees Association, ex officio.

The committee shall choose its officers and must be provided with clerical, administrative, and research services by the House of Representatives, the Senate, and the State Budget and Control Board. The committee shall examine issues relating to state employee compensation with a particular emphasis on a step increase compensation plan for state employees to advance in the pay bands applicable to their service and experience. The committee shall produce a report with recommendations and forward that report and recommendations to the General Assembly and the Governor no later than August 15, 2006. Members of the committee shall serve without compensation, but are allowed the mileage, subsistence, and per diem allowed by law for members of state boards, committees, and commissions, to be paid equally from approved accounts of the House of Representatives, Senate, and Office of the Governor. The committee terminates on August 15, 2006, or the date it forwards its report and recommendations to the General Assembly and the Governor, whichever is earlier.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
