A JOINT RESOLUTION

TO CREATE THE I-95 CORRIDOR ECONOMIC POTENTIAL BLUE RIBBON STUDY COMMITTEE TO STUDY THE POTENTIAL FOR FURTHER ECONOMIC DEVELOPMENT OF THE I-95 CORRIDOR THROUGH THIS STATE AND TO MAKE RECOMMENDATIONS TO THE GOVERNOR AND GENERAL ASSEMBLY.

Whereas, the geographic area in the State known as the I-95 corridor has a history of sustained poverty, an underperforming economy, above average unemployment, and poor scholastic performance by students demonstrated by low standardized test scores. Now, therefore,

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    (A)    The I-95 Corridor Economic Potential Blue Ribbon Study Committee is created to study the potential for further economic development of the Interstate Highway 95 corridor through this State. The study must include identification of both systemic encumbrances to and encouragements for the further economic development of the affected geographic areas.

(B)    The committee must be composed of nine members. Two members must be appointed by the President Pro Tempore of the Senate, two members must be appointed by the Speaker of the House of Representatives, and two members must be appointed by the Governor. In addition, three members residing in and representing the counties contiguous to I-95 must be appointed by the legislative delegations of those counties acting together; except that, of these three members no two may come from the same county. The committee shall become operative on July 1, 2005, and shall render its report and recommendations to the Governor and the General Assembly on July 1, 2006, at which time it shall dissolve. The President Pro Tempore of the Senate, the Speaker of the House of Representatives, and the Governor in making their appointments shall ensure that at least one of their appointees resides in the affected geographic area along the I-95 corridor. Members of the committee shall serve until their successors are appointed and qualify, and vacancies must be filled for the remainder of the unexpired term in the manner of the original appointment. The committee must be chaired by one of his appointments as designated by the Governor. Notwithstanding the provisions of Section 8-13-770 of the 1976 Code, members of the General Assembly may be appointed to serve on this committee, ex officio.

(C)    The staffing for the committee must be provided by the South Carolina Department of Commerce and the staffs of the House of Representatives, Senate, and Governor's office.

(D)    The committee members are eligible for per diem, subsistence, and mileage as provided by law for members of state boards, committees, and commissions.

(E)    The I-95 Corridor Economic Potential Blue Ribbon Study Committee shall receive funding as may be provided in the annual general appropriations act.

SECTION    2.    This joint resolution takes effect upon approval by the Governor.
