A CONCURRENT RESOLUTION

TO HONOR DR. LUNS C. RICHARDSON, OF SUMTER COUNTY, FOR HIS OUTSTANDING ACCOMPLISHMENTS IN THE FIELD OF EDUCATION AND FOR HIS DEDICATED SERVICE TO THE BUTLER HERITAGE FOUNDATION LEGACY AND TO THE STATE OF SOUTH CAROLINA.

Whereas, the former Butler High School served the black community of Hartsville, South Carolina, at the same location from 1921 until 1982, being initially known as the Darlington County Training School but renamed in 1936 after the Rev. Henry H. Butler, first principal of the school; and

Whereas, the former Butler High School has produced many administrators, doctors, lawyers, educators, and other productive citizens of society, Dr. Luns C. Richardson being one such distinguished alumnus; and

Whereas, a native of Hartsville, Dr. Richardson graduated magna cum laude from Benedict College with an A.B. degree and earned his M.A. in Higher Education Administration from Teachers College, Columbia University; and

Whereas, he holds honorary degrees from Benedict College, Morris College, Coker College, and Simmons Bible College in Louisville, Kentucky, while Benedict College and Teachers College of Columbia University have named him Outstanding Alumnus; and

Whereas, in earlier years Dr. Richardson held teaching and administrative positions at South Carolina Area Trade School in Denmark, was principal of two state high schools, served as associate dean and acting president of Benedict College, and was executive vice president of Voorhees College; and

Whereas, since becoming Morris College's ninth president in 1974, he has completely transformed the Baptist-supported institution by liquidating a half-million-dollar indebtedness, leading the college to initial accreditation by the Commission on Colleges of the Southern Association of Colleges and Schools, and securing membership for Morris in the United Negro College Fund; and

Whereas, Dr. Richardson also has dramatically increased Morris's enrollment, added more than fifteen new majors, strengthened the annual operating budget and endowment, and upgraded the faculty to sixty-seven percent with earned doctorate degrees; and

Whereas, he gives of his time and expertise to numerous other educational, fraternal, religious, social, and civic organizations, such as the National Association for the Advancement of Colored People, Omega Psi Phi Fraternity, the Board of Directors of the Sumter Branch of Bank of America, and Thankful Baptist Church in Bamberg, of which he has been pastor since 1959; and

Whereas, having been honored with many distinguished-service awards, this quintessential scholar and educator received the Order of the Palmetto from Governor David Beasley in 1996 and was inducted into the South Carolina Black Hall of Fame in 1997; and

Whereas, the General Assembly is pleased to have this opportunity to honor Dr. Luns C. Richardson, a South Carolinian committed to service and excellence in all that he undertakes. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, honor Dr. Luns C. Richardson, of Sumter County, for his outstanding accomplishments in the field of education and for his dedicated service to the Butler Heritage Foundation legacy and to the State of South Carolina.
