A CONCURRENT RESOLUTION

TO HONOR AND RECOGNIZE JUDY HAYES FOR HER TIRELESS SERVICE TO THE LAURENS COUNTY COMMUNITY IN HER ROLE AS DIRECTOR OF THE LAURENS COUNTY REGISTRATION AND ELECTION COMMISSION, AND TO WISH HER ALL THE BEST UPON HER RETIREMENT.

Whereas, dedicating her entire life to voter registration and election services, Judy Hayes has been instrumental in the South Carolina political process; and

Whereas, a 1955 graduate of Roebuck High School, Judy earned a bachelor's degree from Winthrop College in 1959; and

Whereas, understanding that voter registration is crucial to the success of local and state government, Judy first volunteered in the voter registration office in Spartanburg County in the early 1960's while teaching school full time; and

Whereas, serving as a volunteer typist for office staff during registration initiatives, Judy traveled with registration officials to cotton mills before each general election, worked at the polls as a clerk, and counted absentee ballots for the presidential elections; and

Whereas, in February 1980, Judy went to work full time in the Spartanburg Voter Registration and Elections Office, serving there for over twenty years; and

Whereas, Judy became Director of the Laurens County Registration and Election Commission in July 2004; and

Whereas, throughout her years of involvement with the electoral process, she has witnessed numerous changes to the system, including the move from paper ballots to electronic voting, and changes in qualifications for voter registration; and

Whereas, a leader in her field, Judy has been a member of the South Carolina Association of Registration and Election Officials since the early 1980's, serving as director, secretary, and historian, and giving of her time on various committees within the organization; and

Whereas, in January 2002, the South Carolina Association of Registration and Election Officials awarded Judy with the prestigious Moore Award, presented to the member who best exemplifies the spirit of the organization through their continued unselfish giving of time and efforts; and

Whereas, during her impressive life-long commitment to the electoral process, Judy has made immeasurable contributions to her community and to the State of South Carolina, and it is fitting that the members of the General Assembly pause in their deliberations to honor her for her extraordinary life of public service. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the General Assembly of the State of South Carolina, by this resolution, honor and recognize Judy Hayes for her tireless service to the Laurens County community in her role as Director of the Laurens County Registration and Election Commission, and wish her all the best upon her retirement.

Be it further resolved that a copy of this resolution be forwarded to Judy Hayes.
