A HOUSE RESOLUTION

TO RECOGNIZE AND HONOR DR. ANDREW BILLINGSLEY, OF RICHLAND COUNTY, ON THE RELEASE OF HIS NEW BOOK, YEARNING TO BREATHE FREE: ROBERT SMALLS OF SOUTH CAROLINA AND HIS FAMILIES, PUBLISHED BY THE UNIVERSITY OF SOUTH CAROLINA PRESS.

Whereas, the South Carolina House of Representatives is pleased to note that Dr. Andrew Billingsley, of Richland County, is the author of an important new book, Yearning to Breathe Free: Robert Smalls of South Carolina and His Families, published by the University of South Carolina Press; and

Whereas, released in May 2007, the book chronicles the life of Robert Smalls, the "audacious Civil War hero and visionary South Carolina statesman," and "places [his] heroic achievements, abiding commitment to his families, and his championship of universal public education against the backdrop of the changing fortunes of the larger black community" (Darlene Clark Hine, author and scholar, in her review); and

Whereas, Dr. Billingsley, eminently fitted to write such a volume, is a professor of sociology and African-American studies and senior scholar in residence at the Institute for Families in Society at the University of South Carolina. He served as a professor and chair of the Department of Family Studies and a professor of sociology and African-American studies at the University of Maryland, as president of Morgan State University, and as provost at Howard University; and

Whereas, among his previous books are Mighty Like a River: The Black Church and Social Reform, and Climbing Jacob's Ladder: The Enduring Legacy of African-American Families; and

Whereas, for his exemplary scholarship and writing, Dr. Billingsley has been made the recipient of the DuBois-Johnson-Frazier Award from the American Sociological Association and the Distinguished Scholar Award from the Association of Black Sociologists. He was also featured in the PBS documentary Blacks in the Civil War, narrated by Morgan Freeman; and

Whereas, Dr. Billingsley has enriched our understanding of a critical period in the history of our State and nation in his seminal new work, and the House of Representatives takes great pleasure in congratulating him on its recent release. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Dr. Andrew Billingsley, of Richland County, on the release of his new book, Yearning to Breathe Free: Robert Smalls of South Carolina and his Families, published by the University of South Carolina Press.

Be it further resolved that a copy of this resolution be forwarded to Dr. Andrew Billingsley.
