A CONCURRENT RESOLUTION

TO CONGRATULATE AND HONOR PHILIP POWELL OF COLUMBIA ON ACHIEVING THE ELITE RANK OF EAGLE SCOUT AND COMMEND HIM FOR HIS HARD WORK AND DETERMINATION IN REACHING THIS GOAL AND TO ALSO RECOGNIZE HIM FOR HIS SPECIAL TALENT AND DEDICATED EFFORTS IN BRINGING HOPE AND JOY TO OTHERS THROUGH HIS ANGEL ART AND TO WISH HIM EVERY SUCCESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, it is with great pride that the South Carolina General Assembly recognizes Philip Powell of Columbia who has attained the prestigious rank of Eagle Scout and who has overcome great obstacles and special challenges not only in his quest for this coveted award, but also in his daily life; and

Whereas, Philip, who was born May 29, 1986, with Down syndrome, is the son of Roy and Alice Powell and brother of Anna and twin sister Molly. Philip, an amazingly spirited young man, is a student at Heyward Career Center and a faithful member and acolyte at Trinity Episcopal Cathedral; and

Whereas, a member of Troop #8 at Incarnation Lutheran Church, Philip began his career in scouting many years ago and has earned an impressive collection of 29 merit badges on his journey to Eagle Scout;

Whereas, while the road to achieving this esteemed award is a long and arduous path, Philip met this challenge with dedication and determination, fulfilling requirements in the areas of leadership, service, and skills, culminating in a final Eagle Scout service project; and

Whereas, having learned that the person in charge of the American flag retirement for the American Legion had been too ill to conduct their usual flag retirement ceremony, Philip, for his Eagle Scout service project, planned and executed the ceremony for several dozen tattered American flags; and

Whereas, Philip's months of planning and dedicated efforts came to fruition at a solemn ceremony held on April 2, 2006, at the Forest Acres City Hall and included patriotic readings, bagpipe music, a color guard, and Philip as captain of the duty guard; and

Whereas, after successfully completing his service project and receiving approval from the district and local councils and the National Boy Scout Council, Philip was awarded the rank of Eagle Scout on December 5, 2006; and

Whereas, the award of Eagle Scout, the highest rank in scouting and awarded to only five percent of all Boy Scouts, is a performance-based achievement whose high standards have been staunchly maintained since its inception in 1912. In attaining this coveted award, Philip joins the ranks of astronauts, movie and sport celebrities, Nobel prize winners, business and military leaders, Senators and Congressmen, and other elected officials, including the late, Honorable Gerald R. Ford; and

Whereas, not only does Philip possess the capabilities and perseverance required to have achieved the rank of Eagle Scout, he also is an avid artist, who expresses his deep compassion and gentle nature through painting; and

Whereas, Philip earnestly began pursuing art after he gave a dear family friend a painting of an angel, wanting to lift her spirits as she battled leukemia. That tender gesture was the beginning of Philip's passion for painting angels, which now have homes across the country and in countries around the world; and

Whereas, with the help of family and friends, Philip is not only an artist of angels, but also an entrepreneur and the champion of a most worthy cause; and

Whereas, while Philip's angels are often gifts or donations to charities, Philip also offers his paintings for sale, and he now donates a portion of his sales to Aldersgate, a ministry that provides group homes for adults with special needs, a place that Philip hopes one day to call home; and

Whereas, the South General Assembly is extremely pleased to have the opportunity to recognize the many talents, generosity, and loving spirit of such a remarkable young man and son of South Carolina as Philip Powell. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, congratulate and honor Philip Powell of Columbia on achieving the elite rank of Eagle Scout and commend him for his hard work and determination in reaching this goal and also recognize him for his special talent and dedicated efforts in bringing hope and joy to others through his angel art and wish him every success in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to Philip Powell.
