HONORING MRS. HAZEL S. PARSON-STARKES FOR HER DEVOTION AND DEDICATION TO THE TOWN OF RIDGEVILLE, SC, THANKING HER FOR HER EIGHTEEN YEARS AS MAYOR, AND RECOGNIZING THE GREAT STRIDES IN LEADERSHIP MADE BY HERSELF AND OTHERS IN THE COMMEMORATION OF BLACK HISTORY MONTH.
Whereas, Mrs. Hazel S. Parson-Starkes was born in Ridgeville, SC to the late Charles H. and Edna D. Snipes; and
Whereas, she is married to Mr. Herbert L. Starkes, with whom she has seven children, twenty-three grandchildren, and eleven great-grandchildren; and
Whereas, Mrs. Parson-Starkes was educated in the public school system of Dorechester County and graduated from the former Jenkins Hill High School in Harleyville, SC; and
Whereas, she enhanced her career and her leadership capabilities through vocational training and specialized courses conducted by various universities and foundations; and
Whereas, in 1979, she was elected Mayor of Ridgeville, a position she held for eighteen years. During her tenure as Mayor, the town experienced major growth and development. She secured over two million dollars in grants from various state and federal agencies enhancing both the quality of life and the aesthetic beauty of the town; and
Whereas, some of her major accomplishments include, the construction of the Ridgeville Wastewater Treatment system, the renovation of the old Ridgeville Middle School into the Hazel S. Parson-Starkes Municipal and Community Services Building, the development of the Ridgeville Park and Playground, and the expansion of the Ridgeville Fire department; and
Whereas, Mrs. Parson-Starkes also established the Ridgeville Arts and Culture Festival, an annual event held Labor Day weekend, and reduced the amount of unemployment in the town by encouraging new growth and seeking several new businesses and industries; and
Whereas, she is a life-long member of the Bethel African Methodist Episcopal Church, where she is still currently a very active member. Mrs. Parson-Starkes is President of the Stewardess board, is a class leader, teaches church school, and is a member of the Steward board, the Pastor's Aide board and the Women's Missionary Society. Now, therefore,
Be it resolved by the Senate:
That the members of the Senate, by this resolution, honor Mrs. Parson-Starkes for her devotion and dedication to the town of Ridgeville, thank her for her eighteen years as Mayor, and recognize the great strides in leadership made by herself and others in the commemoration of Black History Month.
Be it further resolved that a copy of this resolution be forwarded to Mrs. Hazel S. Parson-Starkes.
