AN ACT TO PROVIDE FOR THE ANNUAL LEVY OF MILLAGE FOR SCHOOL PURPOSES IN DILLON COUNTY AND TO PROVIDE FOR ITS ALLOCATION FOR SCHOOL PURPOSES.
Be it enacted by the General Assembly of the State of South Carolina:
Dillon County annual levy of millage for school purposes
SECTION 1. There is levied in Dillon County each year beginning with Fiscal Year 2008-2009, 162 mills for school purposes. The proceeds of the levy must be remitted to the Dillon County Board of Education and applied in the following manner:
(A) 17.25 mills for the Dillon County Applied Technology Education Center;
(B) 1 mill for Northeastern Technical College; and
(C) 143.75 mills for school operations.
Levy exclusive of debt service
SECTION 2. The levy provided in Section 1 is exclusive of millage for debt service, which is levied by the Dillon County Auditor pursuant to existing law.
Increase of levy; allocation of increase
SECTION 3. The levy provided in Section 1 must be increased each fiscal year only to the extent of the increase in the average of the twelve monthly consumer price indexes for the most recent twelve-month period consisting of January through December of the preceding calendar year, plus the percentage increase in the previous year in the population of the entity as determined by the Office of Research and Statistics of the State Budget and Control Board. However, in the year in which a reassessment program is implemented, the rollback millage, as calculated pursuant to Section 12-37-251(E) of the 1976 Code, must be used in lieu of the previous year's millage rate. Allocation of the increased millage must be to the general operations of the Dillon County Board of Education, to the Dillon County Applied Technology Education Center, and Northeastern Technical College.
Time effective
SECTION 4. This act takes effect upon approval by the Governor.
