TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 50-11-515 SO AS TO PERMIT AMERICAN INDIAN ARTISTS WHO ARE MEMBERS OF A TRIBE RECOGNIZED BY THE SOUTH CAROLINA COMMISSION FOR MINORITY AFFAIRS TO ADVERTISE AND SELL THEIR ARTS AND CRAFTS CONTAINING WILD TURKEY FEATHERS UNDER CERTAIN CONDITIONS.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Chapter 11, Title 15 of the 1976 Code is amended by adding:
"Section 50-11-515. The use of wild turkey feathers in arts and crafts by American Indian artists who are members of a tribe recognized by the South Carolina Commission for Minority Affairs is not unlawful. In addition, when these tribal artisans meet the provision outlined in Public Law 101-644 relating to the Indian Arts and Craft Board, they may advertise and sell these arts and crafts containing wild turkey feathers to the general public. When displaying for sale a craft using wild turkey feathers, the artist must have on his person or on display his tribal identification card and his duly signed and authorized artist's certification."
SECTION 2. This act takes effect upon approval by the Governor.
