The Senate assembled at 12:00 Noon, the hour to which it stood adjourned, and was called to order by the PRESIDENT.

A quorum being present, the proceedings were opened with a devotion by the Chaplain as follows:

  Holy Lord, we thank You for the opportunities to be Your servants. Help us always to be so dedicated to honor and truth and mutual respect that, unlike Adam and Eve, we need not hide from Your presence. Indeed, O God, here, forty years after that troubled night in Orangeburg, may we hold to the spirit that Abraham Lincoln expressed in his Second Inaugural Address, "with malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, to finish the work we are in; to bind up the nation's wounds..." Help us all to bring further healing to the people of this State we love and seek to serve. In the Lord's holy name we pray, Amen.

On motion of Senators HUTTO, MATTHEWS and PINCKNEY, with unanimous consent, the Senate stood adjourned out of respect to the memory of former Fairfax Mayor and community leader Charles Riley. He had been an involved civic leader having served on numerous boards and councils and had worked as a procurement specialist senior buyer at Westinghouse Savannah River Company, Aiken, S.C. He was an active participant in the Orange Grove United Methodist Church in Bamberg and was a devoted husband of 39 years to Inell Nimmons Byrd Riley.
