A BILL

TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 7-13-73 SO AS TO REQUIRE ELECTION COMMISSIONERS TO ATTEMPT TO APPOINT POLL MANAGERS WHO REPRESENT THE RACIAL AND GENDER COMPOSITION OF THE PRECINCT; AND BY ADDING SECTION 7-13-862 SO AS TO REQUIRE POLL MANAGERS TO ALLOW POLL WATCHERS TO SIT DIRECTLY BEHIND THE POLL MANAGERS RESPONSIBLE FOR VOTER IDENTIFICATION AND VERIFICATION.

Be it enacted by the General Assembly of the State of South Carolina:

SECTION    1.    Article 1, Chapter 13, Title 7 of the 1976 Code is amended by adding:

"Section 7-13-73.    When making appointments of poll managers pursuant to Section 7-13-72, the commissioners of election shall attempt to appoint managers who represent the racial and gender composition of the precinct."

SECTION    2.    Article 7, Chapter 13, Title 7 of the 1976 Code is amended by adding:

"Section 7-13-862.    Poll managers shall allow poll watchers to sit directly behind the poll managers responsible for voter identification and verification."

SECTION    3.    This act takes effect upon approval by the Governor.
