A CONCURRENT RESOLUTION

TO HONOR DR. DONALD L. FOWLER FOR HIS DISTINGUISHED CAREER IN PUBLIC SERVICE AND TO CONGRATULATE HIM ON A HALF CENTURY OF TEACHING AT THE UNIVERSITY OF SOUTH CAROLINA.

Whereas, the South Carolina General Assembly is pleased to learn that Dr. Donald L. Fowler is marking fifty years of teaching at the University of South Carolina (USC) in 2014 as part of a larger career in civic service; and

Whereas, Dr. Don Fowler has been a force in national Democratic Party politics and an important figure in the overall political life of the State of South Carolina for forty years. An exemplar of civic service and leadership in the broadest and most nonpartisan sense, he has served a wide range of public officials, organizations, and institutions, nationally and internationally; and

Whereas, the young Don Fowler grew up in Spartanburg working in his father's drycleaners. He received his bachelor's degree in psychology from Wofford College, where he played basketball and baseball, and earned his master's and doctoral degrees in political science at the University of Kentucky. He also served for twenty years in the Army Reserves; and

Whereas, in 1964, Professor Fowler began teaching at USC, where he continues as an adjunct professor of American politics, this year marking fifty years of teaching service at that institution. His engaging character, unparalleled commitment to academic success, and mentorship are a few of the reasons he receives high marks from students. He also serves on the USC College of Arts and Sciences Board of Visitors; and

Whereas, given Dr. Fowler's national and international reputation, it is no surprise that he has been able to bring to USC leading figures in both print and broadcast journalism. In the fall of 2013, Jeff Zeleny spent the day on campus talking with students in two of Dr. Fowler's classes. Mr. Zeleny, a former New York Times and Pulitzer Prize-winning reporter, is the senior Washington correspondent for ABC; and

Whereas, because he is respected for his work across political parties, Don Fowler can claim many devoted fans currently holding office as Republicans. Many of these received their first analyses of politics while taking his courses; and

Whereas, away from the USC campus, he is the president of Fowler Communications, Inc., a public and governmental relations firm. In the political arena, he served first as chair of the South Carolina Democratic Party from 1971 to 1980. In 1988, he was CEO of the Democratic National Convention, and in 1995 and 1996, chair of the Democratic National Committee. In addition, he has served on international bodies that acted as election observers in Costa Rica, Azerbaijan, Bolivia, Kosovo, and Russia; and

Whereas, an active member of Washington Street United Methodist Church, Dr. Fowler finds strength for his many duties in the support of his family, his wife Carol; his four children; and four grandchildren; and

Whereas, cognizant that Dr. Fowler has raised the educational experience at the University of South Carolina to new heights, the South Carolina General Assembly takes great pleasure in saluting him on fifty fruitful years of teaching at the University of South Carolina, and the members wish him much continued success in the days ahead. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the South Carolina General Assembly, by this resolution, honor Dr. Donald L. Fowler for his distinguished career in public service and congratulate him on a half century of teaching at the University of South Carolina.

Be it further resolved that a copy of this resolution be provided to Dr. Don Fowler.
