VERSIONS OF THIS BILL
TO RECOGNIZE AND HONOR DR. STEPHEN CUTLER FOR HIS OUTSTANDING SERVICE TO THE UNIVERSITY OF SOUTH CAROLINA AND THE STATE OF SOUTH CAROLINA AS INTERIM PROVOST FOR THE UNIVERSITY.
Whereas, the members of the South Carolina Senate are grateful for the valuable role that Dr. Stephen Cutler served as interim provost at the University of South Carolina; and
Whereas, he earned a bachelor's degree in 1984 and doctorate in 1989 from the University of Georgia and has served as a pharmacy educator for more than thirty years at the schools of pharmacy for Ohio Northern University, Mercer University, the University of Mississippi, and University of South Carolina (UofSC). His work as an educator has been recognized with ten teaching awards; and
Whereas. Dr. Cutler began as dean at UofSC College of Pharmacy in 2016 after ten years as chair and professor of medicinal chemistry, pharmacology, and pharmacognosy at the University of Mississippi; and
Whereas, as a medicinal chemist and behavioral pharmacologist, his research focuses on the isolation of natural products, design of new leads, synthesis of biological active derivatives, and the discovery and development of drugs to treat serious disorders, including those of the central nervous system. He has received more than $35 million in research funding from federal agencies, including grants from the National Institutes of Health, National Science Foundation, Centers for Disease Control and Prevention, Department of Defense, and NASA; and
Whereas, Dr. Cutler has authored or co-authored fifty United States' and international patents, one hundred thirty-five peer-reviewed publications, three books, twenty-one book chapters, and forty published abstracts; and
Whereas, under Dr. Cutler's leadership, the University of South Carolina and the School of Pharmacy played an integral role in the university's response to the COVID-19 pandemic as the college was a leader in the development of the saliva-based COVID-19 testing for student, faculty, and staff; and
Whereas, UofSC's on-campus COVID-19 testing program, which later extended to more colleges and universities throughout the State and other community support, including members and staff of the General Assembly with hundreds of thousands of tests conducted; and
Whereas, Dr. Cutler's innovative leadership helped the university maintain its academic mission while keeping the university's community safe and healthy during the COVID-19 pandemic; and
Whereas, during his tenure as dean of the College of Pharmacy, he has built on the university's reputation for attracting top pharmacy students who want to make a difference in their communities, and as interim provost, he continued to ensure a world-class academic and research experience at UofSC; and
Whereas, the South Carolina Senate values the pride and recognition that Stephen Cutler has brought to UofSC and to the Palmetto State, and the members wish him continued success as a dedicated leader and educator at the University of South Carolina. Now, therefore,
Be it resolved by the Senate:
That the members of the South Carolina Senate, by this resolution, recognize and honor Dr. Stephen Cutler for his outstanding service to the University of South Carolina and the State of South Carolina as interim provost for the university; and
Be it further resolved that a copy of this resolution be presented to Dr. Stephen Cutler.
