VERSIONS OF THIS BILL
TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 59-1-375 SO AS TO ENACT THE "STUDENT IDENTIFICATION CARD SUICIDE PREVENTION ACT", TO PROVIDE BEGINNING JULY 1, 2022, PUBLIC SCHOOLS AND PUBLIC AND PRIVATE INSTITUTIONS OF HIGHER LEARNING SHALL ADD THE TELEPHONE NUMBER FOR THE NATIONAL SUICIDE PREVENTION LIFELINE TO STUDENT IDENTIFICATION CARDS AND MAY ADD TELEPHONE AND TEXT NUMBERS FOR CERTAIN OTHER HOTLINES TO STUDENT IDENTIFICATION CARDS, TO PROVIDE FOR THE USE OF STUDENT IDENTIFICATION CARDS IN EXISTENCE BEFORE THE EFFECTIVE DATE OF THIS ACT, AND TO PROVIDE FOR THE APPLICABILITY OF THIS ACT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. This act must be known and may be cited as the "Student Identification Card Suicide Prevention Act".
SECTION 2. Article 5, Chapter 1, Title 59 of the 1976 Code is amended by adding:
"Section 59-1-375. (A) Beginning July 1, 2022, a public school, including a charter school, that serves any students in seventh to twelfth grades and issues student identification cards shall have printed on either side of the cards the telephone number described in item (1) and may have printed on either side of the cards the telephone or text numbers, as applicable, described in items (2), (3), and (4):
(1) the telephone number for the National Suicide Prevention Lifeline, 1-800-273-8255 or a successor number, if any;
(2) the Crisis Text Line, which can be accessed by texting HOME to 741741 or a successor number, if any;
(3) a local suicide prevention hotline telephone number if available; and
(4) the National Teen Dating Abuse Helpline, 1-866-331-9474 or a successor number, if any.
(B) Beginning July 1, 2022, public and private institutions of higher learning that issue student identification cards shall have printed on either side of the cards the telephone number described in item (1) and may have printed on either side of the cards the telephone or text numbers, as applicable, described in items (2), (3), (4), and (5):
(1) the telephone number for the National Suicide Prevention Lifeline, 1-800-273-8255 or a successor telephone number, if any;
(2) the Crisis Text Line, which can be accessed by texting HOME to 741741 or a successor number, if any;
(3) the campus police or security telephone number or, if the campus does not have a campus police or security telephone number, the local law enforcement authority's telephone number;
(4) a local suicide prevention hotline telephone number; and
(5) the National Teen Dating Abuse Helpline, 1-866-331-9474 or a successor telephone number, if any.
(C) Notwithstanding subsections (A) and (B), if, as of July 1, 2022, a public school subject to the requirements of subsection (A) or a public or private institution of higher learning subject to the requirements of subsection (B) has a supply of unissued student identification cards that do not comply with the requirements of subsection (A) or (B), as applicable, the school or the public or private institution of higher learning shall issue those student identification cards until that supply is depleted.
(D) Subsections (A) and (B) apply to a student identification card issued for the first time and to a student identification card issued to replace a damaged or lost student identification card."
SECTION 3. This act takes effect upon approval by the Governor.
