A HOUSE RESOLUTION

TO RECOGNIZE AND COMMEND THE HONORABLE JOHN MATTHEW LOY, DEPUTY PUBLIC DEFENDER OF THE FIRST CIRCUIT COURT FOR DORCHESTER COUNTY, UPON THE OCCASION OF HIS RETIREMENT AND TO WISH HIM CONTINUED SUCCESS AND HAPPINESS IN ALL HIS FUTURE ENDEAVORS.

Whereas, the members of the South Carolina House of Representatives have learned that the Honorable John Matthew Loy, deputy public defender of the First Circuit Court for Dorchester County, soon will begin a well-deserved retirement after many years of faithful and outstanding service to the citizens of the Palmetto State; and

Whereas, in preparation for his career, John Loy earned his bachelor's degree from the University of South Carolina in 1983. In 1988, he received his Juris Doctor from the University of South Carolina School of Law and was admitted to the South Carolina Bar that same year; and

Whereas, beginning his career with the position of assistant solicitor, he served the Ninth Circuit, Berkeley County, from 1988 to 1990. Mr. Loy then became a public defender for Dorchester County, a post he held from 1990 to 1993; and

Whereas, for the next fifteen years, Mr. Loy maintained a private law practice, serving first with Them & Loy (1993-1996) and then in solo practice as John M. Loy Law Offices (1996-2008); and

Whereas, during his time in private practice, in 1994, he became a member of the Dorchester County Public Defender Corporation Board and continued in service with the board until 1996. In 1998, still in private practice, Mr. Loy took up his duties as a juvenile public defender for Dorchester County, serving until 2008; and

Whereas, further, he served as a municipal judge for the Town of Summerville from 2001 to 2008; and

Whereas, in 2008, Mr. Loy began service as First Circuit deputy public defender for Dorchester County. Having served in that position with integrity for nearly thirteen years, on February 8, 2021, he will officially retire from his duties; and

Whereas, the South Carolina House of Representatives is grateful for the legacy of leadership and excellence John Loy has bestowed on this great State and appreciates his long and enduring service to the citizens of South Carolina. Taking great pleasure in wishing him well as he enters retirement, the members trust he will find much enjoyment in the more leisurely pace of the days ahead. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and commend the Honorable John Matthew Loy, deputy public defender of the First Circuit Court for Dorchester County, upon the occasion of his retirement and wish him continued success and happiness in all his future endeavors.

Be it further resolved that a copy of this resolution be presented to the Honorable John Matthew Loy.
