A HOUSE RESOLUTION

TO CONGRATULATE AND HONOR SIXTH CIRCUIT SOLICITOR'S OFFICE EXPUNGEMENT AND DIVERSIONS COORDINATOR JULIE SMALL FOR THIRTY-FIVE YEARS OF DISTINGUISHED SERVICE TO THE CITIZENS OF THE SIXTH JUDICIAL CIRCUIT AND LANCASTER COUNTY AND TO EXPRESS DEEP GRATITUDE FOR THAT SERVICE.

Whereas, the South Carolina House of Representatives is pleased to salute the exceptional service of Sixth Circuit Solicitor's Office Expungement and Diversions Coordinator Julie Small, who for many years consistently has helped to seek justice and provide citizens of this State with a second chance through the Solicitor's Pretrial Intervention Program and the criminal record expungement process; and

Whereas, Julie Small has made a career of offering a second chance to citizens of this State who have been accused and/or convicted of crimes. In 1986, she joined the Sixth Circuit Solicitor's Office, working for Solicitor John R. Justice and alongside then Assistant Solicitor Douglas Barfield as the first paralegal in the Lancaster County office; and

Whereas, in 2006, Julie was named expungement director and pretrial intervention coordinator by newly elected Solicitor Barfield. Julie's service has covered the terms of three elected solicitors; and

Whereas, during her career, she has seen the Solicitor's Office grow by 700%, and the demand for pretrial intervention and record expungements has grown with the population of Lancaster County; and

Whereas, Julie has worked to maintain several diversion programs designed to give our citizens a second chance, including Pretrial Intervention, Expungements, Alcohol Education, and Traffic Education; and

Whereas, Julie has been instrumental in working with Solicitor Randy Newman in recent years to expand the Solicitor's Diversion Programs. Julie worked alongside Solicitor Newman to make Drug Court and Veteran's Court available and helped to create the Sixth Circuit Solicitor's Office Worthless Check Unit; and

Whereas, moreover, throughout her career, Julie has helped thousands of citizens clean up their criminal records, and she has collected thousands of dollars for victims of crimes in the Sixth Judicial Circuit; and

Whereas, grateful for her impressive work on behalf of the citizens of the Palmetto State, the House takes great pleasure in applauding Sixth Circuit Solicitor's Office Expungement and Diversions Coordinator Julie Small and in wishing her much continued success in the years to come. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, congratulate and honor Sixth Circuit Solicitor's Office Expungement and Diversions Coordinator Julie Small for thirty-five years of distinguished service to the citizens of the Sixth Judicial Circuit and Lancaster County and express deep gratitude for that service.

Be it further resolved that a copy of this resolution be presented to Julie Small.
