    Amend the bill, as and if amended, Part IB, Section 35, DEPARTMENT OF MENTAL HEALTH, page 415, paragraph 15, lines 33-35, by striking Proviso 35.15 in its entirety.
    Renumber sections to conform.
    Amend sections, totals and title to conform.
