Amend the bill, as and if amended, Part IB, Section 3, LOTTERY EXPENDITURE ACCOUNT, page 323, paragraph 3.6, after line 20, by inserting:
/( ) Commision on Higher Education--Need-Based Grants $3,000,000 /

Renumber sections to conform.
Amend totals and titles to conform.
